Speaking at the opening of the meeting, Deputy Minister of Agriculture and Rural Development Hoang Trung emphasized that Bac Giang is a locality with many advantages in agricultural production. Through the meeting, The Ministry of Agriculture and Rural Development hopes to grasp the general situation of Bac Giang's agriculture and jointly propose effective and sustainable development plans.
Regarding specific work content, Deputy Minister Hoang Trung said he would discuss the province's production situation, market opening, and trade promotion work; the issue of arranging and innovating agricultural and forestry farms; discuss the difficulties and obstacles of Bac Giang in implementing projects of the Ministry of Agriculture and Rural Development, especially in the field of cultivation.
In addition, the province and the Ministry also discussed plans to apply science and technology to production as well as other issues related to the agricultural sector that the province is interested in and proposed.
Representative of Bac Giang province, Mr. Le O Pich, emphasized that the locality is determined to develop industry, services, and agriculture with the view that the fields will complement each other. For example, revenue from industry and services can be reinvested in agriculture and agricultural products can be supplied to factories and workshops.
According to Vice Chairman of the People's Committee of Bac Giang province, despite many difficulties in the first 6 months of the year, the province's development index in 2024 is still predicted to have high value.
Accordingly, to continue to increase the value of local agricultural products and output that depends on nature, the government and people of Bac Giang focus on improving quality, building brands, and expanding markets.
In addition, to ensure stability and sustainability, Bac Giang province has considered the direction of restructuring crops and livestock. It is ready to replace objects that have ended the exploitation cycle.
With practical and effective support policies, Bac Giang's agricultural industry has achieved good growth indicators for many consecutive years. However, Vice Chairman of the Provincial People's Committee Le O Pich said the current problem is fragmentation and lack of sustainability.
Deputy Minister of Agriculture and Rural Development Hoang Trung requested the province to pay attention and tighten the management of fake and poor-quality varieties to ensure the rights of people, mainly perennial fruit trees. Besides, there are other input materials such as fertilizers and pesticides because Bac Giang has a huge number of agents, over 1,000 distribution agents.
In addition, the Deputy Minister requested the provincial agricultural authorities to pay attention to pest and disease forecasts and weather to provide early guidance and limit damage, especially to the remaining area of the winter-spring crop and upcoming crop.
Leaders of the Ministry of Agriculture and Rural Development also focus on building a process to reduce input costs (seeds, fertilizers, pesticides, water) to increase profits and economic efficiency for people and contribute to green growth.
Regarding production issues, Deputy Minister Hoang Trung raised the issue of closely following the policy of restructuring the agricultural sector, developing key products, and ensuring the quality of agricultural products. Along with that is implementing implemented projects on biological pesticides or organic fertilizers.
"Bac Giang needs to closely follow the regulations of international markets on food safety, hygiene, and plant quarantine, especially strict management of growing area codes," Deputy Minister Hoang Trung emphasized.
Regarding the arrangement and innovation of agricultural and forestry farms, there are still 2 companies. The Deputy Minister said that the Ministry of Agriculture and Rural Development has participated in many meetings of the Government and the Central Economic Committee related to this issue. Therefore, the Ministry wants the province to direct and support the arrangement and conversion process completion. "We will work together to overcome difficulties, and the Ministry will be ready to participate," Mr. Hoang Trung affirmed.
Previously, Vice Chairman of the Provincial People's Committee Le O Pich shared that Bac Giang province still has 2/5 forestry companies that have not yet been able to complete the conversion to two-member limited liability companies according to the approved plan. The reason is assessed to be due to high debt, low quality and forest reserves, so it cannot attract partners to contribute capital.
With several other specific proposals from Bac Giang, Deputy Minister Hoang Trung agreed and assigned relevant units such as the Department of Crop Production, Department of Plant Protection, Department of Finance, Department of Science, Technology and Environment... which are focal points to discuss and handle with the province.
According to a report from the Department of Agriculture and Rural Development of Bac Giang, after 4 consecutive years of the agricultural sector maintaining growth momentum, in the first months of 2024, agricultural production takes place in complicated and unfavorable weather conditions, especially flowering and fruiting on lychees, and pest and disease situation on crops.
However, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to deploy solutions to overcome difficulties synchronously, concretize production support policies into practice, Strengthen disease prevention and control in crops and livestock, and Prepare well for agricultural product consumption.
Therefore, the province's agriculture continues to maintain stable development, and the growth rate of agriculture, forestry, and fisheries increased by 1.82%.
Particularly in the field of cultivation, Bac Giang province's policy is to reduce the proportion of food crop production value (to 22%) and increase the proportion of fruit trees (to 41%) and vegetable crops (to 26%) by 2025 to meet market demand, contributing to ensuring food security.
Currently, the application of technical advances, production according to VietGAP, GlobalGAP safety processes, and organic orientation associated with the consumption market for key and typical crops of the province is promoted, thereby helping increase productivity and quality, creating conditions for export.
Regarding trade promotion, Bac Giang province focuses on developing agricultural products along two product axes. The first is 56 essential, typical, potential products, and the second is 290 local specialty products under the OCOP Program.
As for lychee products, the province has focused on directing the production of 223 growing area codes, an area of 17,198 hectares for export, currently lychees are consumed favorably, lychee fruits have been exported to 30 countries and regions.
In addition to lychees, the province also has longan trees ( 3,400 hectares, output of over 20 thousand tons/year). These were initially exported to the Australian and Korean markets with an output of 20 tons of fresh, frozen longans.
