The Department of Animal Health integrates 52 administrative procedures into the electronic system

According to the Department of Animal Health, to implement Decision No. 560/QD-BNN-TY dated February 25, 2020, of the Ministry of Agriculture and Rural Development approving internal processes in handling administrative procedures in the field of Veterinary Medicine. Currently, the Department of Animal Health has integrated 52 administrative procedures into the electronic single window information system of the Ministry of Agriculture and Rural Development.

However, up to now, updating records on the system still faces many difficulties. The reason is that there are few human resources, the staff working at the one-stop-shop are too busy to put all the records on the system.

Along with that, the Department of Animal Health has coordinated with the Center for Informatics and Statistics to complete and officially use online public services at level 3 and level 4 on the network environment at: https://dvc.mard .gov.vn/Pages/default.aspx.

As of September 14, 2021, 2,355/4,827 applications for the Certificate of veterinary drugs sale and 187/150 applications for the Certificate of veterinary hygiene conditions have been processed and solved through electronic software. As a result, businesses do not have to go to the state management agency to submit paper documents but can submit documents and receive results online anytime and anywhere.

With the national single window information system, 15 administrative procedures have been connected and implemented. As of September 14, 2021, 70,455/103,415 documents have been completed, accounting for 68. 12%, registration procedures for animal quarantine, and 97.40% of aquatic products.

According to the Department of Animal Health leader, in addition to maintaining the application of ISO 9001: 2015, it is necessary to continue following the national one-stop-shop mechanism for granting a certificate of quarantine of exported terrestrial animal products. Department of Animal Health provides online public services at level 3, level 4 for procedures for issuance of certificates of circulation of veterinary drugs, certificates of veterinary practice, and veterinary hygiene inspection; cutting dozens of procedures, shortening the time for application review and testing from 10 to 90% compared to before, to meet the requirements of the veterinary industry in the new period.

Therefore, businesses that carry out administrative procedures under the national single-window mechanism only need to log in to the General Department of Customs website to register an account, submit documents, and receive online results without going to the Customs Department. To implement the reform of administrative procedures, the Department of Animal Health has developed, announced, and applied the Quality Management System according to the National Standard TCVN ISO 9001: 2015 at the Office of the Department and its units from 2019 and annually implement and maintain the application of the System.

The electronic office system www.vpdt.mard.gov.vn is effectively implemented by the Department of Animal Health. Accordingly, all officials and employees of the Office of the Department are granted accounts to send and receive electronic documents. In addition, accounts are delegated from Department leaders, department leaders, and specialists in handling incoming and outgoing documents.

Up to now, 100% of incoming and outgoing documents have been processed on the electronic office system. However, the electronic office system has not been deployed two-way to the units under the Department. As a result, the units under the Department only have accounts to receive documents but no flow to process and send documents.

In the fourth quarter of 2021, the Department of Animal Health continues to implement and upgrade the software for administrative procedures related to Decree No. 13/2020/ND-CP dated January 21, 2020, guiding the updated Livestock Law forms so that enterprises do not have to submit paper dossiers for contents related to this Decree.

In addition, the Department continues to develop and organize the implementation of administrative reform contents according to assigned professional tasks.

The Department is implementing the integration of electronic toll collection for administrative procedures with toll collection to ensure the attainment of level 4 public services as required by the e-Government, ensuring favorable conditions for the businesses and integrating the statistical reporting feature to be able to extract data on import and export of goods. Hence, it is necessary to add this feature.
