On the afternoon of June 28th, Deputy Minister Phung Duc Tien worked with units of the Ministry of Agriculture and Rural Development on administrative reform and the Ministry’s administrative reform evaluation.
According to the assessment results of the administrative reform index in 2020 released by the Ministry of Home Affairs, the Ministry of Agriculture and Rural Development ranked 9th out of 17 ministries, down 5 places compared to 2019 (4th rank out of 17 ministries).
The report of the Ministry of Home Affairs shows that the administrative reform work of the Ministry of Agriculture and Rural Development and other units has been implemented synchronously in basic terms, closely following the direction requirements of the Government and the Prime Minister. However, there are still limitations in creating favorable conditions for people and businesses, in responding and handling counsels in a timely manner.
After listening to reports and opinions of several units, Deputy Minister Phung Duc Tien proposed the Personnel and Organization Department coordinate with the Office of the Ministry to create a criteria table that quantifies the criteria for grading.
"Once every 3 months there will be review, evaluation, score, the Office will re-check and send it to me before the meeting date," emphasized Deputy Minister Phung Duc Tien.
Administrative procedures are very important, all steps have a specific order. The Deputy Minister said that the administrative reform evaluation process in the future will be specific to each unit, then all issues will be clear and do not need further explanation.

"During the process of organizing and implementing any related matters, which unit in charge will be in charge, if not, then the Ministry, if not, then the Government and the National Assembly...", the Deputy Minister directed.
Considering that the Ministry of Agriculture and Rural Development is a multisectoral, multidisciplinary ministry, which all issues need to be quantified, the Deputy Minister emphasized: "I suggest the heads of the units to consider this an important task. After all, Vietnam's agriculture is still small and scattered because there are tens of millions of farming households, they must be associated with cooperatives, businesses and farms. If administrative procedures are not removed, that ecosystem will not be able to develop".
In his opinion, any unit that causes difficulties for businesses must be held responsible. However, the administrative reform process must be based on the regulations of the law, not on groundless removal.
Apart from assigning tasks, the Deputy Minister also assessed that the units of the Ministry have made great efforts, the targets of the agricultural sector are very good, the ration and food are stable, consumption of agricultural products is basically solved.
