Proposing Vietnam SPS to be the focal point to discuss with China

The solution offered by the Vietnamese Embassy in China is to ensure the centralization of information, avoiding the situation that each Ministry or unit in charge of the Ministry responds to information individually as in the past time.

This demonstrates the synchronous and effective coordination between competent Vietnamese authorities, associations with Vietnam SPS, the Vietnamese Embassy in China, and the General Administration of Customs of China to meet the requirements of Decree 248.

Immediately after receiving the electricity, Vietnam SPS urgently developed a plan to report to the leaders of the Ministry of Agriculture and Rural Development, to implement synchronous measures to promote the registration of enterprises to export agricultural, forestry, and fishery products to China so as not to disrupt agricultural trade between the two countries.

As a focal point for information on food hygiene and safety, animal and plant quarantine, as well as measures and procedures for risk assessment, inspection, and examination of all WTO members, Vietnam SPS has been actively coordinated with relevant Departments and Departments, the Vietnamese Embassy in China in disseminating, propagating and guiding businesses on the new regulations of Decree 248 and Decree 249 - approved by China on April 12, 14, 2021.

Due to Vietnam SPS's advice, the Ministry of Agriculture and Rural Development has organized ten face-to-face and online conferences; issued specific instructions for 13 product groups under the management of the Ministry, contributing to the prompt and timely implementation of Directive No. 26/CT-TTg of the Prime Minister.

As of March 7, 2022, the General Administration of Customs of China has issued 1,853 codes to domestic enterprises, increasing 45 codes compared to March 4.

Based on regular contact and discussion with the customs authorities of China, the Vietnamese Embassy in China realizes that there are still some problems that exist in the business registration process, such as the enterprise is updated Log on to the system but have not been granted an access account, the system does not display the correct processing of the enterprise's records, the enterprise cannot do the export procedures because the system has not shown the code...

The Vietnamese Embassy in China has requested that your side send guidance documents to promptly provide information to competent Vietnamese authorities, thereby guiding localities, industry associations, organizations, and enterprises.

The embassy also requested the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Health to review businesses and products that have been proposed to the General Department of Customs of China but have not been approved and issue codes to have a plan to deal with them timely and effectively.
