Decrees 248 and 249 from China have taken effect from January 1, 2022. More than 20 days have passed but many domestic exporters have yet adapted to the new regulations of the General Administration of Customs of China (GACC).
Vietnam Sanitary and Phytosanitary Office (SPS Vietnam) has received recommendations from a number of coffee and cashew nut exporters regarding the fact that businesses have registered with Vietnamese authorities before November 1, 2021, the orders placed, all customs declarations opening procedures completed, and ships registered, but so far the list of businesses and product codes have not been approved.
Statistics from SPS Vietnam show that by January 25, 2022, the GACC has approved and granted 1,485 agro-product codes to Vietnamese enterprises. China will continue to review and issue codes for businesses registered before November 1, 2021.
SPS Vietnam has sent Notice No. 10/ SPS-BNNVN to Vietnam Coffee - Cocoa Association (Vicofa) and Vietnam Cashew Association (Vinacas). The goal is to ensure no disruption to agricultural trade between the two countries, remove difficulties for businesses.
The notice is evidence of the exchange between SPS Vietnam and GACC. Its content includes requests for associations to notify enterprises experiencing cases mentioned above to soon send information of their business name and business registration license along with proof.
Please send the document to SPS Vietnam before January 28, 2022, at this email address: spsvietnam@mard.gov.vn to promptly summarize and ask the General Administration of Customs of China for support through appropriate solutions.
In April 2021 the General Administration of Customs of China issued Decree 248 concerning "Regulations on the Registration and Administration of Overseas Producers of Imported Food", and Decree 249 "The Administrative Measures on Import and Export Food Safety". Foreign businesses, including Vietnam, are required to comply with new regulations.
Thanks to the timely efforts of agencies, departments, and branches, Vietnam’s number of product codes granted by the General Administration of Customs of China is currently among this country’s top exporting countries.
