In Lao Cai province, as of July 19th, 2021, at the disease control point km237 of Noi Bai - Lao Cai highway, through testing, five vehicle drivers and people following export vehicles were found to be positive for Covid-19.
Therefore, the Lao Cai Provincial Steering Committee for Covid-19 Prevention and Control has issued Measure No. 311/PA-BCD on July 28th to manage people and vehicles entering, leaving and operating at the International Road Border Gate No. 2 Kim Thanh and industrial zones.
This Measure will help realize the dual goals under the direction of the Government, both ensuring the effective implementation of the prevention and control activities for the Covid-19 epidemic, and at the same time creating favorable conditions for the commodity import and export, especially agricultural products; along with the production and business activities of enterprises in the locality.
Measure 311 will be applied from 0:00 of July 29th, according to which all commodity transporting vehicles (trucks) for export and import will only travel on Noi Bai - Lao Cai highway to the border gate and vice versa.
The roads to the border gate installed with hard barriers to restrict traffic include the T1 bridgehead on Thuy Hoa street (the riverside road from Duyen Hai ward to the border gate); Quang Kim bridgehead on Kim Thanh - Ngoi Phat route; the beginning of the road adjacent to Noi Bai - Lao Cai highway connecting with provincial road 156 (adjacent to Nghia Anh General Trading Co., Ltd).
For vehicle drivers and those who follow the commodity transporting vehicles to the border gate for export (not going through the quarantine checkpoint km237 of Noi Bai - Lao Cai highway), when entering the International Road Border Gate No. 2 Kim Thanh, are required to go to Noi Bai - Lao Cai highway at IC19 intersection (road to Sa Pa) to get to the border gate.
Therefore, vehicles transporting imported and exported agricultural products have no other way than the route arranged according to Measure 311.
Moreover, parking lots for vehicles carrying import and export goods are also arranged according to types of goods. To be more specific, the DX2 parking lot will be used to gather vehicles transporting dragon fruits. Interdisciplinary parking lot will be used to gather other goods: Melons, bananas, peeled boards...
