According to the proposal, the forum will be held in the fourth quarter of 2025 and will focus on key topics: promoting the application of green technology and digital transformation in the maritime economy; analyzing sustainable development models worldwide; sharing lessons learned in managing and exploiting marine resources effectively; and discussing policies and solutions to help Vietnam fully harness its maritime potential amid growing challenges related to the environment, climate change, and economic transition.

The forum aims to clearly define strategic directions and practical solutions to promote the sustainable development of Vietnam's marine economy, contributing positively to the country's economic growth in the context of global shifts toward green transformation, circular economy, and extensive international cooperation.
The forum is expected to propose recommendations and solutions to address key issues, gradually exploiting marine resources effectively, and ensuring economic development while protecting the environment and national sovereignty. In particular, the forum will hold in-depth discussions on how to organize the space for marine economic development in the new context.
According to the Vietnam Agency of Seas and Islands, the organization of the Vietnam Marine Economy Sustainable Development Forum every five years/two times has been stipulated by the government in Resolution No. 26/NQ-CP on the Master Plan and 5-year plan to implement Resolution No. 36-NQ/TW dated October 22, 2018, on the Strategy for Sustainable Development of Vietnam's Marine Economy until 2030, with a 2045 vision.
