As per the Director of the Department of Agriculture and Rural Development of Ninh Thuan Province, Mr. Dang Kim Cuong, the province has recently placed emphasis on enhancing the efficiency of the interconnection among the four sectors, research, experimentation, production, processing, and consumption of agricultural products—thereby establishing a highly interconnected chain.
The primary focus is on enterprises, organizations, and individuals engaged in high-tech agricultural production. As of now, support policies have been advantageous to 180 businesses in enabling them to conduct research and development, develop new products, transfer technologies, support intellectual property activities, and establish industrial property rights. The province also grants preferential policies to businesses that develop technology markets, participate in technology exhibitions, innovate and implement business management technologies via the implementation of advanced management systems.
20 enterprises and organizations receive assistance in the application of technology chains to agricultural production; forty enterprises and organizations that manufacture specialty products, including cashew nuts and bird's nests, are assisted in the development of brand protection and identification systems, as well as the commercialization of their products; and 28 enterprises and organizations that produce specialty products are supported in the implementation of advanced systems that are widely used in current production, including VietGAP, GlobalGAP, and ISO.
Mr. Dang Kim Cuong stated that Ninh Thuan has actively implemented support policies for the development of agriculture and rural areas, policies to attract and encourage enterprises to invest in agriculture and link production, and innovative technology for many years. These policies include the following: support for enterprises and organizations that recognize high-tech agricultural enterprises; and a program to assist enterprises in science and technology.
"Decision No. 11's support policies for the development of agriculture and rural areas, as outlined in Decision No. 65, have positively impacted the growth of large-scale production models—models that connect cooperatives, farmers, and enterprises in the value chain of product production, processing, and consumption." Mr. Dang Kim Cuong further stated that support policies have also established advantageous circumstances for cooperatives and households to invest with assurance in water-saving models and secure production of VietGAP in preparation for the implementation of advanced technology.
Mr. Nguyen Khac Phong, Director of Thai An Grape Cooperative (Ninh Hai district, Ninh Thuan province), a policy-driving force, stated that high-technology agricultural production necessitates a substantial capital investment. Farmers must invest approximately 400 million VND in addition to a water-conserving irrigation system and greenhouse construction to cultivate 1 plot of 1,000-meter square of new grape varieties. The cooperative has been collaborating with financial institutions to secure financing for the advancement of high-tech grape cultivation as a way of securing capital.
"Following the bank's approval, the cooperative shall proceed with the development of a project; cooperative members shall furnish collateral; and the bank shall extend preferential interest rates on capital to farmers investing in high-tech grape cultivation." Upon obtaining this information, farmers are ecstatic to learn that the province intends for the Thai An grape region to become a tourism and high-tech grape cultivation zone by 2030.
In contrast, the bank requests that the province render a decision concerning the Thai An grape region to establish a foundation for the disbursement. When producers obtain access to capital, the implementation of advanced technologies in grape production will advance more rapidly, according to the province's strategic objectives. "We express our desire for the province to provide support in helping farmers achieve their goals of developing grape cultivation," Mr. Nguyen Khac Phong explained.
In the short term, GC Food Group presently manages two manufacturing facilities, one of which is dedicated to the production of coconut syrup and the other to aloe vera. The factory producing aloe vera is situated in Ninh Thuan, whereas the factory producing coconut oil is in Dong Nai.
As stated by Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group, the majority of the organization's aloe vera products are distributed to prominent clients including Vinamilk and TH Truemilk, among others. These businesses are manufacturing cosmetics and beverages using GC Foods's products.
"GC Food Group was authorized to invest in a beverage factory located in the Thanh Hai industrial zone in 2023 to advance the deep processing of aloe vera products. Instead of manufacturing jelly for the sale of raw materials, GC Food places greater emphasis on the transformation of it into finished products for consumer consumption. The province of Ninh Thuan's preferential policies regarding high-tech agriculture provide GC Food Group with leverage to increase its investment", according to Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group.
