Under the authorization of the Prime Minister, on behalf of the Government, Minister of Agriculture and Rural Development Le Minh Hoan reported the proposal on investment policy in the National Target Program on New Rural Construction in the 2021-2025 period.
After 10 years of implementation, the Program has achieved important results, which, according to Party and State leaders, are " grand, complete, and historic".

At the July 13th morning meeting session of the National Assembly Standing Committee on the arrangement of medium-term public investment capital, in the context of the complicated development of Covid-19, greatly affecting socio-economic activities, the Government has agreed to adjust the allocation of VND 30,000 billion from the central budget to invest in the New Rural Construction Program in the 2021 - 2025 period.
According to Chairman of the Economic Committee Vu Hong Thanh, the Economic Committee believes that resuming implementation of this Program is necessary, in line with the guidelines and codes of the Party, policies and laws of the State. There have been changes in the people's awareness about the benefits of the Program, making them actively responsive for participation.
As shared by Minister of Agriculture and Rural Development Le Minh Hoan, in the past period, the outstanding debt situation in the construction of new rural areas has completely been resolved. However, the problem of criteria debt still remains. In some places, the making in the 19 criteria is still in progress, but the grading department took the matter lightly and considered them as a pass already.
As for the rural economy and the restructuring of the agricultural sector in the new rural construction, Minister Le Minh Hoan emphasizes: "agricultural restructuring is the driving force for the construction of new rural areas and vice versa. New rural construction will contribute to improving the efficiency of agricultural restructuring”.
A new term has been introduced, "urban-rural", or a rural urban area - an urban area but still bearing the typical rural image. It is one of the new things proposed to add in order to highlight the historical and cultural value of the locality.

According to the Chairman of the National Assembly, the success above is achieved by mobilizing total capital resources from the central, local as well as the whole society, especially credit capital.
National Assembly Chairman Vuong Dinh Hue also said that it is necessary to continue mobilizing social resources by continuing to lend entrustment through the Bank for Social Policies to initiate poverty reduction programs and new rural construction.
Mr. Vuong Dinh Hue emphasized: "We must apply the maximum principles and viewpoints that have existed in the past, which clearly define: New rural construction is the fundamental, agricultural restructuring is the foundation, and the people are subjects of attention”.
New rural construction needs to be associated with urbanization and agricultural restructuring in association with production reorganization, collective economic development and application of science and technology in production.

The main content of the Program focuses on improving the quality of life and developing rural socio-economic. To be more specific:
Focus on rural economic development (improving the operational efficiency of agricultural cooperatives associated with value chain links; supporting start-up and innovative businesses in rural economic development; implementing the Program “One product one commune each”, developing rural tourism...); promote digital transformation in new rural construction; improve the quality of environmental protection, the quality of grassroots cultural activities in association with the preservation and promotion of traditional cultural values; improve the community capacity, change people's mindset about rural economic development...
