On March 23, Prime Minister Pham Minh Chinh attended the Conference to announce Vinh Long Provincial Planning for the 2021–2030 period, vision to 2050, and promote investment in Vinh Long province.
Vinh Long is surrounded by the Tien and Hau rivers, along with an interlacing system of rivers and canals and many natural conditions rich in potential for agricultural development, agricultural product processing industry, goods transportation, eco-tourism development, and cultural and craft village tourism oriented towards green tourism development.
At the same time, Vinh Long plays an important role in the region's climate change adaptation process, being considered the "rearguard" in preventing saltwater intrusion and contributing to protecting water source security.
Mr. Lu Quang Ngoi, Chairman of Vinh Long Provincial People's Committee, said: Promoting existing advantages, in recent times, the province has achieved important achievements in socio-economic development. Particularly, in the field of agriculture, the province focused on developing and improving rice output (approximately 700,000 tons/year) and the quality of fruit trees and vegetables such as king oranges, rambutans, grapefruits, sweet potatoes, etc. (over 1.2 million tons/year); gradually formed a specialized high-quality and low-emission rice growing area associated with green growth, climate change adaptation, and meeting market requirements.
To promote achieved results, orient and arrange development space, ensure synchronous connectivity, maximize the province's potential and advantages, and realize the development aspirations and goals of the Party Committee, government, and people in the province, one of the very important tasks is the implementation of the Provincial Planning for the 2021–2030 period, vision to 2050.
An important goal in the Development Planning of Vinh Long province is to become one of the agricultural economic centers in the Mekong Delta region by 2025 and to have a synchronous and modern infrastructure system connecting smoothly with localities in the region. People have a prosperous, civilized, and happy life.
Speaking at the conference, Prime Minister Pham Minh Chinh said that although there are many advantages, Vinh Long as well as other provinces in the Mekong Delta region are facing many difficulties and challenges, such as climate change, landslides, subsidence, saltwater intrusion, and undeveloped transport infrastructure. High-quality human resources do not meet the requirements. The economy has a small scale and unsustainable growth; economic restructuring is still slow. The local potential and strengths for economic development have not been well promoted and exploited.
This conference aims to maximize the potential and advantages and strive to develop Vinh Long province into a comprehensively developed, civilized, modern, ecological, and sustainable province with a fairly good level of development compared to the whole country. People are increasingly prosperous and happy.
The Prime Minister stated clearly that in order to implement the planning, Vinh Long needs to maximize internal resources; focus on emerging industries of green transformation, digital transformation, circular economy, sharing, knowledge, etc. Take innovation as the main driving force. Develop a transportation system connecting the region to create new development space. Reduce logistics costs from 17–18% to 10–11%, like the world average.
The Prime Minister affirmed that the development viewpoint in the coming time is green growth, resolutely not accepting the model of "grow first, clean up later," converting the growth model from "brown" to "green," and mobilizing and effectively using resources to develop green ecosystems, a circular economy with low carbon.
The Prime Minister requested Vinh Long province to urgently issue plans and implement Provincial Planning; ensure compliance and synchronization in planning implementation in accordance with the national master plan, regional plan, and sector plan with a long-term vision associated with overall development orientation and regional integration. This aims to promote potential and advantages, strongly develop the socio-economic system, protect the environment, and adapt to climate change.
Strengthen capacity to adapt to climate change, manage resources, and protect the environment; allocate enough resources to implement irrigation projects, salinity prevention sluices, and anti-landslide embankments. Promote the reform of administrative procedures; improve the investment environment; and promote internal resources to better exploit the potential to break through and become a good province, a province in the developed group of the Mekong Delta region.
The Prime Minister requested the business community, investors, ministries, and branches to do what they say, and when they commit, they must do it. Always accompany, support, actively contribute to the province’s development, and transform Vinh Long's advantages and potentials into specific products, works, and services, thereby contributing to common development in the spirit of "harmonious benefits, shared risks."
Prime Minister Pham Minh Chinh believes that, with its potential and advantages, Vinh Long will increasingly have more domestic and foreign investors interested in, choosing, and deciding to invest in the province’s projects, contributing to the province’s general economic development, creating jobs for workers to ensure social security, and making people increasingly prosperous and happy.
