Three schemes covering animal husbandry demonstrate practical effectiveness

The Department of Livestock Production reported that the Prime Minister has signed three decisions: Decision No. 1625/QD-TTg on December 15, 2023, which approves the scheme for the development of the livestock feed processing industry until 2030; Decision No. 1740/QD-TTg on December 30, 2023, which approves the scheme for the development of the slaughter, processing, and livestock product market industry until 2030; and Decision No. 1741/QD-TTg on December 30, 2023, which approves the scheme for the development of the livestock breeding industry until 2030. These decisions are part of the implementation of the Livestock Development Strategy for the period of 2021-2030, with a vision to 2045.

In light of this, the Ministry of Agriculture and Rural Development has formulated comprehensive strategies for effectively implementing these schemes. For the livestock breeding industry development project till 2030, the main objective is to improve the production capacity of large-scale livestock breeding by selecting breeding high-yielding strains that carry the Vietnamese brand.

Perform an extensive study to establish a nationwide gene bank for indigenous cattle, with the aim of using and advancing regional strengths and features. Improve the ability to breed domestic cattle breeds in order to guarantee disease and biological safety, in line with the cattle Development Strategy from 2021 to 2030, with a long-term vision until 2045.

Establish and enhance a system for breeding and raising beef cattle. Improve the ability to regulate the status of livestock breeding in order to foster the growth of the livestock breeding sector. Enhance the ability to conduct productivity testing, assessment, and certification of cattle breeds. Enhance the ability to breed on-site in every area of Vietnam.

The objective of the livestock feed processing industry development plan until 2030 is to assess the technical advancements and provide strategies to enhance the production technology for industrial livestock feed. Promote the growth of the supplemental feed-producing business. Establish industries to process and preserve agricultural by-products and industrial by-products specifically for use as animal feed. Establish zones dedicated to the cultivation of raw resources specifically intended for the production of animal feed.

The plan for the development of the slaughter, processing, and animal product market industry until 2030 will prioritize periodic surveys and evaluations in 2025, 2027, and 2029. These assessments will focus on ensuring disease safety and quality assurance conditions, as well as evaluating the technical capacity level for the slaughter and processing of livestock products.

Encourage investment in the development of robust quality inspection systems and trading hubs specifically designed for the auctioning of animal goods. Implement a digital system to track and record the sources of animal products. Establish guidelines, benchmarks, and direct regulations for the slaughtering, manufacturing, and consumption of animal-derived products.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien, highlighted that the cattle business has had significant developments in several areas in recent years. This serves as a solid foundation and crucial framework for guiding the strategic development of cattle in the next time. The endorsement of initiatives aimed at advancing breeding industries, feed, processing, and scientific technologies is crucial for enhancing livestock output in Vietnam.

Nevertheless, in order to effectively manage the constraints of time and resources, it is essential for relevant departments to articulate the duties precisely, delineate the work topics, establish deadlines, allocate money for each step, and identify the anticipated outcomes while refraining from making unclear or generalized statements.

In addition, it is important to actively and closely coordinate efforts between the Ministry's subordinate agencies and other relevant ministries, sectors, and localities in order to fulfill the established objectives successfully. He asked to efficiently incorporate the goals, assignments, and remedies of the projects into programs, schedules, and associated undertakings at the Ministry's divisions and regions to accelerate the execution advancement.
