During the meeting, Prime Minister Pham Minh Chinh emphasized that Vietnam places great importance on its comprehensive cooperation with the Russian Federation. He also highlighted the potential and opportunities for the peaceful application of nuclear energy.
The Prime Minister acknowledged and expressed gratitude for Russia's collaboration and support in the design and operation of the Dalat nuclear reactor, as well as the development of the Vietnam-Russia Tropical Center, both of which contribute significantly to Vietnam's socio-economic growth.
Furthermore, Prime Minister Pham Minh Chinh agreed that Rosatom should continue to provide support to Vietnam in terms of technology and training. This includes the development of high-quality human resources, such as experts, engineers, and skilled workers, in the field of nuclear energy for peaceful purposes.
General Director Alexey Likhachev expressed his delight at the opportunity to meet Prime Minister Pham Minh Chinh once again.
He emphasized that, given the solid foundation of their existing relationship and many years of collaboration, Rosatom is keen to further strengthen its partnership with Vietnam. Specifically, Rosatom is willing to share its extensive experience in the nuclear energy sector and to support the training and development of Vietnamese personnel.
Earlier, on the afternoon of October 23, Prime Minister Pham Minh Chinh welcomed Sergei Kudryashov, the General Director of Zarubezhneft.
Zarubezhneft has more than 40 years of collaborative experience with the Vietnam Oil and Gas Group(PVN), particularly through the Vietsovpetro joint venture established in 1981. This longstanding partnership has resulted in numerous successes in geological exploration and the extraction of oil and gas, while also creating job opportunities and contributing significantly to the budgets of both countries.

General Director Sergei Kudryashov reported to Prime Minister Pham Minh Chinh on the results of the cooperation between the Vietnam Oil and Gas Group and Zarubezhneft in both Vietnam and Russia. He expressed gratitude to the Government and the Prime Minister for their support in facilitating collaboration between Zarubezhneft and the Vietnam Oil and Gas Group. Kudryashov noted that following their meeting in Hanoi in April, several difficulties and obstacles in the partnership had been addressed. He expressed a desire for the Vietnamese Government and the Prime Minister to continue considering and supporting the expansion of cooperation between the Vietnam Oil and Gas Group and Zarubezhneft on a mutually beneficial basis, aligned with the current situation.
Prime Minister Pham Minh Chinh expressed his appreciation for the results achieved over more than 40 years of cooperation between the Vietnam Oil and Gas Group and Zarubezhneft. He highlighted that the Vietnamese Government is committed to supporting the expansion of collaboration between businesses from both nations, ensuring that it aligns with the legal frameworks of each country, the foundation of the comprehensive strategic partnership between Vietnam and Russia, and the mutual interests of their peoples. The Prime Minister also articulated his hopes for both parties to advance cooperation in new fields, such as tourism, green energy, clean energy, and the construction and development of infrastructure that would facilitate energy and oil and gas collaboration.
In response, General Director Sergei Kudryashov expressed his agreement with the Prime Minister's guidance. He affirmed that Zarubezhneft would coordinate closely with the Vietnam Oil and Gas Group to implement the Prime Minister's recommendations, thereby enhancing their partnership and ensuring that their cooperative initiatives are effectively realized.
