On July 14, Prime Minister Pham Minh Chinh and the delegation of National Assembly deputies of Can Tho city had a meeting with voters after the 7th session of the 15th National Assembly.
Mr. Pham Thai Binh, a voter for Trung An Hi-Tech Farming Join Stock Company, expressed difficulties in accessing long-term loan capital to invest in the sustainable development of the rice chain.
Specifically, according to Mr. Binh, the Project of 1 Million Hectares Specializing in High-Quality and Low-Emission Rice Cultivation Associated with Green Growth in the Mekong Delta by 2030 was approved by the Prime Minister correctly and reasonably.
Of which, the project clearly states that 100% of the area must be in production linkage between businesses, cooperatives, and farmers. Businesses play a key role in all stages of the linkage chain, especially the consumption stage.
However, up to now, businesses have not been able to access long-term loan capital to implement the project. Mr. Binh proposed that the Prime Minister direct Ministries and branches to support and guide businesses to soon access capital sources.
Voter Cao Van Tuan in Tan Loc ward, Thot Not district, proposed that the section of National Highway 80 along the Cai San River be an arterial traffic route connecting Vam Cong Bridge to Ho Chi Minh City and the Mekong Delta provinces.
However, the landslide and subsidence situation in this area is occurring seriously, with a length of about 41 m and a width of 4 m, penetrating deep into the asphalt concrete road layer, cracking the asphalt concrete road of National Highway 80, and causing subsidence of road slopes and gabion embankments. Thereby affecting traffic order and safety and people's lives.
According to Mr. Tuan, investing in the development of an emergency anti-landslide embankment project on the section of National Highway 80 along the Cai San River is very necessary and urgent to protect the National Highway 80 traffic corridor, people's lives, and property. Therefore, he proposed that the Prime Minister direct functional agencies to urgently survey and overcome the landslide situation as soon as possible.
In addition, currently, the landslide situation at the beginning of Tan Loc dune, Tan Loc ward, is becoming complicated, and landslides can continue to occur at any time. Therefore, investing in the development of an emergency anti-landslide embankment project at the beginning of Cu Lao Tan Loc is very necessary and urgent.
Clarifying voters' recommendations, the Prime Minister said that in recent times, the Government has prioritized resources to respond to landslides and subsidence in the Mekong Delta. At the same time, the Ministry of Agriculture and Rural Development was assigned to develop a comprehensive project to resolve this situation in the coming time. For localities and relevant agencies, it is necessary to review and study capital allocation and implement specific projects.
In the immediate future, the Prime Minister requested that local governments urgently relocate people in landslide areas to safe places if necessary.
Regarding the proposal of voter Pham Thai Binh, the Prime Minister said he had assigned the State Bank to research and propose to competent authorities to consider the promulgation of a credit program to support linkages in the production, processing, and consumption of high-quality and low-emission rice products in the Mekong Delta between cooperatives and businesses.
In addition, guide localities and businesses participating in the project to access relevant credit programs.
The Prime Minister requested businesses build specific projects to access this source of credit capital. The Prime Minister affirmed: We must work together to implement at any cost the program of 1 million hectares of high-quality, low-emission rice, including contributions from businesses and people.
