The Prime Minister is the Chairman of the Coordination Council of the Southeast

On July 18 in Ho Chi Minh City, Prime Minister Pham Minh Chinh chaired the Conference of the Coordination Council of the Southeast. At the conference, the Chairman of the Government Office Tran Van Son announced the Prime Minister's Decision 825 on July 11, establishing the Coordination Council of the Southeast.

Accordingly, the Prime Minister is the Chairman of the Coordination Council of the Southeast. The Minister of Planning and Investment is the Permanent Vice Chairman. The council has 4 vice presidents including Ministers of Transport, Science and Technology, Construction, Natural Resources and Environment.

Commissioners include Deputy Ministers of Planning, Investment, Industry and Trade, Information and Communications, Education and Training, Finance, Agriculture and Rural Development, Health, Labor - Invalids and Social Affairs, Culture, Sports and Tourism, as well as the Government Office and the Chairman of the People's Committees of Ho Chi Minh city, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, and Ba Ria - Vung Tau.

The council was established to renovate the regional coordination mechanism, promote the socio-economic development of the region in a fast but sustainable manner, protect the environment and ensure national defense and security.

The Coordination Council of the Southeast is an interdisciplinary coordination organization established by the Prime Minister with the function of assisting the Prime Minister in researching, directing, coordinating and resolving important interdisciplinary tasks concerning regional links and sustainable development of the Southeast.

The Coordination Council of the Southeast is responsible for researching and proposing to the Prime Minister directions, solutions, mechanisms and policies to implement the goals and tasks in Resolution No. 24-NQ/TW October 7, 2022 of the Politburo on socio-economic development and national defense and security in the Southeast region; assist the Prime Minister directing, regulating, coordinating, urging and guiding the implementation of goals, tasks, programs, projects, and regional links to ensure synchronous, consistent and effective execution, in accordance with the law and plannings approved by competent authorities.

The council will coordinate activities of making, adjusting and organizing the implementation of National Planning, particularly Planning in the Southeast in the period 2021 - 2030, vision to 2050, Planning of provinces and cities in the Southeast in the period 2021 - 2030, vision to 2050.

Research and propose institutions, mechanisms and policies for developing the Southeast; promote regional and sub-regional links to ensure the regulations, mechanisms and policies of regional and sub-regional links are implemented synchronously, consistently, effectively, and in discipline.

Organize investment promotion activities; mobilize resources, attract investment; regulate the use of public investment capital to guide and lead non-state investment resources (FDI, enterprise capital, private); promote investment in the method of public-private partnership (PPP), especially in the development of strategic and important infrastructure of the region.

Coordinate activities of synchronous development of socio-economic infrastructure system, which prioritizes the transport infrastructure system; research the formation of regional infrastructure development funds.

Guide and support localities in the area to solve inter-provincial and city issues not under the jurisdiction of local authorities in the region.

Coordinate with other regions in socio-economic development cooperation of the regions.

Coordinating in the field of urban, logistics, high quality services (regional financial centers, logistics centers), science and technology, innovation, and digital transformation.

Promote, support the formation and development of business associations and industry associations, alliance associations and cooperative unions of the whole region.

Give out decisions to use financial resources and other resources assigned to perform the functions, tasks and powers of the council.

Implementing other tasks and authorities assigned by the Prime Minister in accordance with the law.

The Southeast region includes Ho Chi Minh City and 5 provinces directly under the Central Government: Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, and Ba Ria - Vung Tau. This is the country's largest economic center, with a particularly important position and role in the national socio-economic development.

In 2022, GRDP in the Southeast accounted for 31% of the country, and export contributed roughly 35%, budget revenue 38%. GRDP per capita of the Southeast region is 1.64 times more than the country average. The region's urbanization rate is 66.5%, equal to 1.8 times the country average.
