Solve the problems of agro - forestry farms

As a result of the reorganization and renewal of agro - forestry companies according to Resolution No. 30-NQTW dated March 12th, 2014 of the Politburo, up to now, 165/256 agro-forestry companies have completed the arrangement and switched to operate under the new model.

Before the arrangement, agro - forestry companies managed and used more than 2.2 million hectares, including nearly 2.2 million hectares of agricultural land, more than 36,000 hectares of non-agricultural land.

According to the land use plan, the companies will continue to manage and use over 1.8 million hectares, and the area expected to be handed over to the locality is about 463,000 hectares. More than 91,000 hectares have been handed over to the locality, with over 370,000 hectares left. 234 companies and branches have completed cadastral surveying and mapping; 2,611 land use right certificates have been granted to 57 companies and branches in 20 provinces.

However, for agro - forestry farms owned by the state during the implementation phase of Resolution No. 28-NQ/TW, although some results have been achieved, there are still shortcomings and limitations such as: Agro - forestry farms manage a large portion of land, but use the land inefficiently and wastefully; most of the agro - forestry farms have not yet converted to land lease; the forestry enterprises assigned to manage, protect and develop natural forests still exist the situation of forests being cut down and become increasingly poor; there is still a state of fallow land left unused.

New agro - forestry farms’ review of the current state of land use is mainly done on documents, but not in the real field; many agro - forestry farms have not yet completed legal procedures concerning land.

In some units, after equitization, land management continued to be loose, many areas had had their use purposes changed, illegally transferred and could not be recovered; The irresponsible contract situation has made it difficult to carry out the procedures for transferring land or renting land according to the provisions of the Land Law.

The Party Personnel Committee of the Ministry of Agriculture and Rural Development proposed strengthening the leadership and direction of the Party on land management, reorganization and renewal of agro - forestry companies, ensuring strict management, improving the efficiency of the use of land and forest resources in line with the planning on sustainable agricultural and forestry production, and harmonizing the interests of the State, enterprises and people.

The Government and Prime Minister will soon issue a plan to carry out Conclusion No. 82-KL/TW dated July 29th, 2020 of the Politburo on continuing to implement Resolution No. 30-NQ/TW of ministries, branches and localities and units with grounds to organize the implementation; direct ministries and branches to research, propose and continue to perfect the mechanisms and policies on arrangement, innovation and development, improve the operational efficiency of agro - forestry companies and forest management boards, especially regulations relating to the management and use of land.

The research has its own mechanism on finance and land for agricultural and forestry companies, policies to encourage the participation of the business community. Ministries and branches must urgently and drastically study and propose amendments and supplements to the mechanisms and policies on the arrangement, renewal of agro - forestry companies, management and use of land and forests as directed and assigned…
