Prime Minister issues decision to establish Party Committee of the Ministry of Agriculture and Environment

(VAN) On February 24, Secretary of the Government Party Committee and Prime Minister handed over decision to establish 15 Party Committees under the Government Party Committee, including that of the Ministry of Agriculture and Environment.

Party Executive Committee of the Ministry of Agriculture and Environment consists of 19 members

Earlier, on February 19, 2025, Deputy Prime Minister Nguyen Hoa Binh, Permanent Deputy Secretary of the Government Party Committee, signed Decision No. 36-QĐ/ĐU to establish the Party Committee of the Ministry of Agriculture and Environment.

Accordingly, the Executive Committee of the Party Committee of the Ministry of Agriculture and Environment for the 2020-2025 term consists of 19 members:

The Standing Committee of the Government Party Committee appointed Mr. Do Duc Duy, Minister of Agriculture and Environment, as Secretary of the Party Committee of the Ministry of Agriculture and Environment for the 2020-2025 term.

Mr. Nguyen Hoang Hiep, Deputy Minister of Agriculture and Rural Development, was appointed as Permanent Deputy Secretary of the Party Committee.

Mr. Ngo Hong Giang, Director of the Personnel Department (Ministry of Agriculture and Rural Development), was appointed as Full-time Deputy Secretary.

Mrs. Nguyen Thi Phuong Hoa, Deputy Minister of Natural Resources and Environment, concurrently holds the position of Chairwoman of the Inspection Committee of the Party Committee of the Ministry of Agriculture and Environment for the 2020-2025 term.

Mr. Nguyen Van Truong, Permanent Deputy Secretary and Chairman of the Inspection Committee of the Party Committee of the Ministry of Agriculture and Rural Development, was appointed as Permanent Vice Chairman of the Inspection Committee.

Two members of the Inspection Committee include Mr. Pham Tan Tuyen, Director of the Personnel Department (Ministry of Natural Resources and Environment), and Mr. Nguyen Ngoc Chien, Permanent Vice Chairman of the Inspection Committee of the Party Committee of the Ministry of Natural Resources and Environment.

The decision clearly states that the establishment of the Party Committee of the Ministry of Agriculture and Environment is a direct superior Party Committee overseeing grassroots Party organizations under the Government Party Committee. This is based on the reorganization of the existing Party Committees of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment.

The Party Committee of the Ministry of Agriculture and Environment consists of 84 affiliated Party organizations with more than 10,000 Party members.

The functions, tasks, and organizational structure of the Party Committee of the Ministry of Agriculture and Environment will be implemented according to Regulation No. 253-QĐ/TW, issued by the Secretariat on January 24, 2025.

Ministry of Agriculture and Environment to finalize organizational structure before March 1

Recently, at the Conference on the Implementation of the Plan to Establish the Ministry of Agriculture and Environment, the Steering Committee for the Merger of the Ministry of Natural Resources and Environment (MONRE) and the Ministry of Agriculture and Rural Development (MARD) (referred to as the Steering Committee) presented a summary report, Document No. 08/CV-BCĐ, on the organization and implementation of tasks related to restructuring and consolidating the organizational apparatus.

Accordingly, the Steering Committee has urged Party committees, Party organizations, agencies, organizations, and units at all levels - especially leaders and heads of agencies - to set an example and proactively implement their assigned tasks. They are expected to prioritize key tasks, ensure smooth coordination, and swiftly execute the necessary steps under the principle of "building while running."

Party committees, Party organizations, agencies, and units must emphasize political and ideological guidance for civil servants, public employees, and workers during the restructuring process. The importance of setting an example, particularly among leaders and Party members in management positions, must be upheld. Additionally, the rights and benefits of affected civil servants and public employees must be addressed in accordance with state regulations.

Throughout the process, adherence to the principles and regulations of the Party, state laws, operational guidelines, and directives from the Steering Committee, as well as practical demands, is essential.

The restructuring and consolidation process must be carried out comprehensively alongside other related tasks, including personnel arrangements, legal system reviews, financial and asset management, infrastructure and information system planning, and the development and implementation of new regulations. These measures aim to ensure that the newly established ministry operates smoothly and efficiently.

The task of streamlining and restructuring the organizational apparatus is complex, sensitive, and directly impacts individuals within each organization. Therefore, it requires solidarity, consensus, and strong commitment from all Party members, officials, and public employees. A collective willingness to set aside personal interests for the greater good of the agency, the sector, and the country is crucial.
