On the afternoon of February 18, the National Assembly heard a report from Ms. Nguyen Thanh Hai, a member of the National Assembly Standing Committee, summarizing feedback from deputies on the Prime Minister’s proposal to appoint Mr. Do Duc Duy as Minister of Agriculture and Environment.
For the resolution approving the Prime Minister’s proposal on ministerial appointments for the 2021 - 2026 term, 457 delegates participated in the vote, accounting for 95.61% of all National Assembly members. Of these, 456 delegates voted in favor (95.40%), while one delegate opposed (0.21%).
The newly established Ministry of Agriculture and Environment is expected to be a multidisciplinary agency, ensuring a smooth and immediate transition following the merger. It will operate without legal disruptions while adhering to the principles, goals, and orientations set by the Central Steering Committee and the Government Steering Committee in reviewing the implementation of Resolution No. 18-NQ/TW. The Ministry’s structure will align with the country’s current context and future demands, maintaining a balance between continuity, stability, and innovation to ensure comprehensive, synchronized, and effective governance within the state administration system.
Additionally, the Ministry of Agriculture and Environment will focus on macro-level management, enhancing decentralization and delegation of authority. It will strengthen oversight mechanisms through rigorous inspections, evaluations, and control measures to ensure the effective implementation of policies and laws within its jurisdiction.
Accordingly, the Ministry of Agriculture and Environment performs State management functions that are being assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.
Specifically, performing State management functions on: Agriculture; forestry; salt industry; fishery; irrigation; natural disaster prevention; rural development; land; water resources; geology and minerals; environment; hydrometeorology; climate change; measurement and mapping; remote sensing; integrated resource management and protection of marine and island environments; State management of public services in fields under the management of the Ministry.
The organizational structure of the Ministry of Agriculture and Environment is arranged, perfected, and reorganized from 26 units under the Ministry of Natural Resources and Environment and 27 units under the Ministry of Agriculture and Rural Development into 30 units. According to Deputy Minister of Justice Dang Hoang Oanh, this is one of the most streamlined ministries.
Specifically, the Ministry of Agriculture and Environment will have 30 affiliated focal points, of which 26 have administrative units to help the Minister perform State management functions, including the International Corporation Department; Department of Planning - Finance; Department of Science and Technology; Legal Department; Department of Personnel Organization; Office of the Ministry; Ministry Inspectorate; Department of Digital Transformation; Department of Crop Production and Plant Protection; Department of Livestock Production and Animal Health; Department of Fisheries and Fisheries Control; Department of Forestry; Department of Management and Irrigation construction; Department of Management of Dikes and Disaster Prevention and Control; Department of Economic Cooperation and Rural Development; National Authority for Agro - Forestry - Fishery Quality, Processing and Market Development Department; Department of Land Management; Department of Water Resources Management; Vietnam Department of Geology and Minerals; Department of Environment; Department of Climate Change; Department of Nature Conservation and Biodiversity; Department of Hydrometeorology; Vietnam Department of Seas and Islands; Vietnam Department of Surveying, Mapping and Geographic Information; National Department of Remote Sensing Family.
