NSW lower the pressure for both businesses and officials

Statistics show that up to the present date units under the Ministry of Agriculture and Rural Development (MARD) have received over 1.2 million dossiers through the National Single Window (NSW) department, principally processing and issuing electronic permits on time for businesses, individuals and organizations. The majority of dossiers are mainly in the field of sanitary and phytosanitary of imported and exported goods.

As shared by the leader of Noi Bai Animal Quarantine Station, Sub-Department of Animal Quarantine Region 1 - Department of Animal Health, the unit has not let any import-export dossiers be overdue according to the regulation.

To facilitate procedures for individuals and businesses, Noi Bai Animal Quarantine Station always has professional staff on duty to give guidance, arranges 3 computers and 1 internet-connected printer to support the process of information declaration on the NSW electronic system.

The station also arranged two boards to list all administrative procedures for quarantine of imported and exported animals and animal products according to the Minister of Agriculture and Rural Development’s Decision No. 3594.

Mr. Pham Thanh An, Noi Bai Animal Quarantine Station, Sub-Department of Animal Quarantine Region I, shared:

“We are currently implementing procedures on the NSW portal, including those for imported animals and animal products of terrestrial and aquatic origins.

The implementation of the National Single Window has saved businesses a lot of time and costs. In the past, it usually took businesses 1-3 days to settle administrative procedures, but now administrative procedures have been completely resolved only within a day or even half a day.

As for leaders and staff working at the Department of Plant Protection, the licensing of documents and certificates related to import and export procedures in the plant and animal feed quarantine field not only helps businesses and individuals save time, effort and money but also make a great contribution to lessening the pressure and the constantly overload work volume of the staff working in the NSW department at regional Sub-Departments of Plant Quarantine.

Ms. Vu Thi Minh Huyen, NSW Department, Sub-department of Plant Quarantine Region I - Plant Protection Department said that in the past only paper documents were made, so the working time was longer. They usually got off work at about 7:00-7:30 pm, even had to work on Saturday. Now they work on the NSW portal, the working time is shortened, all jobs have been finished around 6 pm, and on Saturday they only had to work in the morning.

Mr. Bui Tam Linh, Director of Son Tung Anh Trading and Service Joint Stock Company - a unit regularly carrying out quarantine procedures at the Plant Quarantine Sub-Department Region I, said that the procedure is now very convenient compared to before. After declaring information on the NSW portal, the company can easily make adjustments if they spot any mistakes. The registration invoices and receipts are also in electronic form. He only needs to go to the department once to get the results.

The Ministry of Agriculture and Rural Development has always determined that administrative procedure reform plays an important role in international integration, promoting domestic agricultural production with the goal to acquire sufficient capability to compete with agro-products from other countries in the region and the world.
