The Ministry of Agriculture and Rural Development (MARD) is implementing the National Single Window (NSW) administrative procedures at five departments and two directorates: Department of Plant Protection, Department of Animal Health, Department of Agro-Forestry-Fisheries Quality Assurance, Department of Crop Production, Department of Livestock Production and Directorate of Forestry, Directorate of Fisheries.
As an enterprise carrying out VNNSW administrative procedures at the Department of Livestock Production, Mr. Nguyen Huu Chung, Import-Export Office, C.P Vietnam Corporation, Xuan Mai - Hanoi branch, said that the unit is currently carrying out two procedures for quality registration and inspection exemption procedures on NSW.
Performing administrative procedures on NSW greatly benefits the business. Accordingly, when a set of documents is present on the seller’s part, the enterprise can update the specifications of imported products on the NSW portal and it only takes 1-2 minutes for the Department of Livestock Production to receive the information. In just 1-2 days, the Department of Livestock Production has announced that the shipment is eligible for import and the business is cleared.
“If it was in the past, when doing paper documents, the enterprise had to go directly to the registration place or send it by post. And when the results were at hand we still had to go to the Department to receive the confirmation file. But now the registration on the NSW portal has helped businesses save a lot of time, fuel costs, delivery charges and many more," said Mr. Nguyen Huu Chung.
Taking notice of the benefits while carrying out administrative procedures on NSW, Ms. Ha Thi Tuyen, Import-Export Office of FUDCO - an animal feed additives importer, said that NSW has brought many changes. From the first days paper documents are switched with electronic ones, staff of the Department of Livestock Production has organized many training courses to support and give guidance to businesses. They now can quickly implement administrative procedures following the guide form. As a result they don't encounter any problems in the registration process.
“Particularly for the two administrative procedures of 'Quality inspection of imported animal feed' and 'Exemption for quality inspection of imported animal feed', when deployed on the NSW portal. If the enterprise declares information accurately and in full details, they can receive the confirmation and reply within the day or only after one working day from the Department of Livestock Production," said Ms. Ha Thi Tuyen.
Mr. Bui Tam Linh, Director of Son Tung Anh Trading and Service Joint Stock Company - a unit regularly dealing with quarantine procedures at the Plant Quarantine Sub-Department Region I, said that the procedure is now very convenient compared to before. After declaring information on the NSW portal, the company can easily make adjustments if they spot any mistakes. The registration invoices and receipts are also in electronic form. He only needs to go to the department once to get the results.
