Nghe An province implement Decision No. 1384/QD-BNN-QLCL dated April 15, 2022, of MARD on approving the Project “Ensuring food safety, improving the quality of agriculture, forestry and fishery in the 2021-2030 period”. On September 19, 2022, Nghe An Provincial People's Committee issued Plan No. 638/KH-UBND for implementation.

The project aims at the common goal of ensuring food safety, improving quality and value, and increasing the competitiveness of Nghe An's agricultural, forestry, and fishery products in the Vietnamese and international markets.

In the period of 2022 - 2025, the area of cultivation, livestock facilities certified for good agricultural practice - GAP (such as VietGAP or equivalent), and aquaculture will increase by 5 %/year. 90% of agricultural, forestry, and fishery production and business establishments are certified to meet food safety conditions, or sign a commitment to comply with the provisions of the law on food safety.

In addition, the province strives to increase 5%/year of preliminary processing and processing establishments of agricultural, forestry, and fishery products. Industrial-scale food in the province applies an advanced quality management system (GMP, HACCP...); increasing 5% in the rate of deeply processed products (ready-made and ready-to-eat). 100% of districts and communes have perfected the quality management system of agriculture, forestry, and fishery following regulations on assignment and decentralization. 100% of quality managers at all levels are trained and updated in professional knowledge...

From the foundation obtained, the period 2026 - 2030 will gradually increase the level and scale following actual needs.

To achieve the above goals, it is necessary to have radical solutions, requiring Nghe An to have a plan to perfect mechanisms and policies, and integrate the task of investing and upgrading infrastructure to meet the requirements for safe and quality agricultural, forestry, and fishery production and trading. The task needs to be integrated into the Plans, Schemes, and Programs on restructuring the agricultural sector and the National Target Program on building new rural areas in the period of 2022 - 2025.

In the 4.0 trend, Nghe An must focus on training, training, transferring science, and technology, management science to ensure food safety, improve the quality of agriculture, forestry and fishery. The province must also strengthen timely and accurate information and communication on food quality and safety, creating a trust for consumers.

On the other hand, it is necessary to promote the application of scientific and technical advances, digital transformation in management, traceability, and trade promotion work... This will create conditions for businesses, manufacturers, and distributors to expand their product consumption channels to major markets, at the same time creating a strong link between domestic and foreign producers and consumers.

By 2021 Nghe An has built and developed 44 safe agro-forestry-aquacultural food supply chains; food safety control in the chain reaches 60 - 100%. They include 7 chains of meat products, 5 chains of seafood products, 18 chains of fruit and vegetable products, 5 chains of tea products, 4 chains of orange products, 3 chains of sugar products, and 2 chains of dairy products.

Nghe An's agricultural products have been exported to nearly 120 countries and territories, including many "fastidious" markets such as the US, Japan, and the EU. In 2021, despite being severely affected by the Covid-19 pandemic, the total export value of the locality still reached an impressive figure of over $343.22 million.

It's no use preaching to a hungry man. In order to make a breakthrough, it is not possible to just say it, but it is necessary to have practical policies in parallel. On the local side, the People's Council of Nghe An province issued Resolution No. 14/NQ-HDND dated December 20, 2017, on several policies on agricultural and rural development in the area; Resolution No. 13/NQ-HDND dated 12/12/2018 stipulating policies to encourage the development of cooperation and association in the production and consumption of agricultural products in Nghe An province. The People's Council of Nghe An province also issued Resolution No. 18/NQ-HDND dated December 9, 2021, promulgating several policies to support agricultural and rural development in the period of 2022 - 2025; Policies to support the construction and replication of effective economic models in mountainous districts to increase incomes, reduce hunger and reduce poverty...

Total funding to support the development of agricultural production in the period of 2015 - 2021 for the whole province is about VND 1,623 billion, of which the central policy is about VND 979.24 billion, the provincial policy is about VND 643.78 billion.
