The hi-tech applied forestry zone in the North Central region is built in the communes of Nghi Lam, Nghi Van, Nghi Kieu, Nghi Hop, Nghi Xa (Nghi Loc district), Dai Son commune (Do Luong district, Nghe An province) with an area of 618 hectares with three main functional subdivisions.

In which, subdivision 1 is a center for producing high-tech forestry plant varieties (including seedling forests, leading seed nurseries, nurseries, models of intensive afforestation, and seed testing forests) to ensure the capacity of 200 million plants per year from tissue transplantation and cuttings, an area of 48 ha in Nghi Lam commune, Nghi Loc district.

Subdivision 2 functions as a production area for processing wood and non-timber forest products in a closed, highly specialized production chain, producing and supplying supporting products for the wood industry... with a scale of 530 hectares, stretching across in Nghi Van, Nghi Kieu and Dai Son communes.

Subdivision 3 is a trading floor combining exhibitions to introduce raw wood and products processed from timber and non-timber forest products with an area of ​​40 hectares.

According to the plan, within three years from the time the competent authority hands over the land, the investor in developing a hi-tech application forest zone in the North Central region must ensure the completion of infrastructure construction with the system of internal roads, water supply and drainage, electricity, wastewater treatment and environment.

Implementation of the Decisions of the Provincial People's Committee (No. 3148/QD-UBND dated August 25, 2021, on promulgating the Operation Regulation of the High-tech Applied Forest Park in the North Central Region; No. 3421/QD-UBND dated on September 20, 2021 on the establishment of the Management Board of the North Central Hi-tech Applied Forestry Zone under the Department of Agriculture and Rural Development) The Department of Agriculture and Rural Development has directed relevant departments and specialized units to deploy take steps to form, build and develop a high-tech forestry park in the North Central region following current law provisions.

The progress of implementing projects in the hi-tech applied forestry park shows many positive features. First of all, the North Central High-tech Applied Forestry Seedling Center - DKC belongs to Division 1, the project has been approved by the Provincial People's Committee with the construction planning 1/2000 and 1/500 in Decision No. 1877/QD-UBND dated 11/6/2020.

Then, realizing that some positions of the work items were not suitable with the actual topography, the investor submitted it to the Department of Construction for appraisal and submitted to the Provincial People's Committee for approval to adjust the master plan of land use scale 1/2000 and detailed construction planning at scale 1/500 of the Office area for management and administration, research and development of seed sources and high-tech incubator.

Next is the model of intensive afforestation with sustainable certificates, planting of medicinal plants, and non-timber forest products under the subdivision, which has been implemented for forest owners who are protection forest management boards and forestry companies in the registered area. Currently, the Department of Agriculture and Rural Development is shouldering the task of investigating, surveying, and collecting information, thereby establishing the project "Building a scientific and technological application model of intensive afforestation combined with growing medicinal plants associated with the certificate of high-quality, a sustainable forest in Nghe An province.”

Meanwhile, the project of a trading floor, combined with an exhibition to introduce raw wood and products processed from wood and forest products in subdivision 3, is within the scope of the general construction planning of the Southeast Economic Zone. The investor (Construction and Investment Consulting Joint Stock Company 559) has applied for the license.

In addition to the advantages, the implementation of the High-Tech Forestry Park in the North Central region is facing specific difficulties, such as There are still many shortcomings in the organization and management apparatus; The process of carrying out legal procedures according to current regulations, especially the formulation of construction plannings, planning integration, compensation for site clearance, takes too much time, which significantly affects the promotion opportunities to attract tourists to invest in forestry zone.

With the policy and direction from the Government, the drastic supervision of the Ministry of Agriculture and Rural Development, and the involvement urgently of local authorities and related organizations, it is believed that the high-tech applied forestry park in the North Central region will soon take off creating a premise for Vietnam's forestry industry to integrate with powerful partners in the world.
