In the afternoon of June, the Steering Committee for Natural Disaster Prevention and Control held the appraisal board to discuss the results of the provincial natural disaster prevention and control efforts in accordance with the set of indicators for 2021.
According to Mr. Tran Quang Hoai, Deputy Head of the Steering Committee and Director-General of the Vietnam Disaster Management Authority, several localities have adhered strictly to regulations, documents, directives, and the National Strategy on natural disaster prevention and control throughout the three stages of disaster prevention, response, and recovery. However, for some other communities, the mission's results are just on paper.
"To ensure the true effectiveness of policies and directions relating to natural disaster prevention and control efforts, the Steering Committee consulted with the Government to develop a set of indicators with a scale point value of 100 for evaluating significant factors relating to work such as prevention, response, and overcoming consequence in detail... in accordance with the Natural Disaster Prevention and Control Law, the National Strategy for Disaster Prevention and Control, and the current situation." "Mr. Hoai stated.
After being applied in a few areas, the Appraisal Board lauded the system and determined that it had a good influence on society. Almost all local authorities closely followed the set of indicators, sparking a movement toward natural disaster prevention and control.
"Adopting a set of measures to assess the effectiveness of natural disaster preventive and control efforts is a bold step. Natural disaster prevention and control tasks will be presented not only via reports but also through the comprehensive results and products of each locality." Mr. Tran Quang Hoa shared.
According to Deputy Minister of MARD Nguyen Hoang Hiep, Chairman of the Appraisal Board, the establishment of the set of indicators for the evaluation of natural disaster prevention and control is an issue that the Steering Committee has thought about for a period of time. As a result, the set contains three critical objectives.
To begin, the work of natural disaster prevention and control would be evaluated fairly, objectively, and accurately using a set of indicators.
Second, the set of indicators ranking 63 provinces and cities across the country might serve as a catalyst for motivating the entire community to strive for positive change in natural disaster prevention and control activities.
Third, the set of indicators might assist to identify accurately and objectively the limitations and shortcomings of local efforts to prevent and control natural disasters. Thus, administration and direction could be enhanced.
Additionally, Deputy Minister Nguyen Hoang Hiep stated that the appraisal for the results of the provincial natural disaster prevention and control evaluation based on a set of indicators will not be limited to capturing, evaluating, and ranking localities, but will also take into account other aspects of the work.
"A new activity is the evaluation of disaster prevention evaluation results using a set of indicators. For the first time, Vietnam has developed a set of measures to assess local disaster prevention efforts. As a result, following the initial appraisal and evaluation, some issues with the indicators will be revealed and will need to be adjusted, corrected, and supplemented so that the indicators for subsequent years can be used to promote functions and efficiency in a more practical manner ", as the leader of Agriculture and Rural Development elaborated.
The provincial set of indicators for assessing natural disaster prevention and control consists of four sets of criteria totaling 100 points. Specifically, group 1 namely Organization and tasks of the Steering Committee and the Standing Office of the Steering Committee (15 points). Group 2 categorizes Disaster prevention (45 points). Group 3 namely Responding to natural disasters (20 points). Group 4 is titled Overcoming the consequences of natural disasters (20 points).
Localities with evaluation results greater than 80% are considered to have finished successfully and have a list of ratings attached. Assessment findings of 50% to 80% are deemed adequate but must be improved in order to be prepared for disaster situations. Evaluation findings of less than 50% are regarded as failures, and their contents must be added and finished.
