Declining goods information only takes 2 - 5 minutes, which is very convenient. At the same time, it helps to be transparent, limit negatives, and improve the effectiveness and efficiency of state management in import and export activities", said Mr. Hoang Khanh Duy - Deputy Head of Dong Dang Border Gate Economic Zone Management Board - Lang Son, said on August 8.
Accordingly, the digital border gate platform completely digitizes the declared information of enterprises before the goods arrive at the border gate. Civil servants and officials of agencies and units at the border gate only inspect and confirm registration and the vehicles entering the border gate and the gathering place on the digital border gate platform.
The information on the digital border gate platform meets the requirements of declaring electronic declarations to replace paper declarations, ensuring continuity in activities at the border gate.
Currently, each agency in the border gate area, such as Customs and Border Guard, has management software according to their specialties and assigned tasks. Customs uses the software of the General Department of Customs. The Border Guards use the immigration management software of the Border Guard Command. Therefore, implementing the digital border gate platform still faces some difficulties in connecting and sharing data between the platform and the information systems of the ministries.
To officially deploy the digital border gate platform, there needs to be a connection and connection between these systems for seamless, transparent, and uniform information. At that time, the agencies in the border gate area will play the role of "cross-monitoring" to minimize the negative and lack of transparency in the forces' operation.
Mr. Nguyen Anh Tai, Deputy Director of the Customs Department of Lang Son province, said that the digital border gate platform should be managed most effectively by managing user accounts. Then each account is attached with specific responsibilities. In the coming time, when the digital gateway platform is officially applied, issues related to system administration and data management in the gate platform will be solved. The number of passports will be guaranteed, meeting the requirements set forth by the State management.
"The problem here is what functions the digital border gate platform will perform synchronously on the smart customs system. We will continue to review, develop and report to relevant agencies. How to formalize. Lang Son Customs will continue to train staff and arrange the professional chain on how to both operate the smart customs system and the digital border gate platform, helping these two systems support each other, making Customs operations more transparent and clear," said Mr. Tai.

Within the framework of Prime Minister Pham Minh Chinh's visit and working visit to China, Lang Son province signed a framework agreement with China's Guangxi province on piloting the construction of a smart border gate.
This is an important condition to promote the border trade between the two countries, Vietnam - China, increase the clearance of goods, contribute to the socio-economic development, and tighten the friendship and cooperation relationship between the two countries.
The People's Committee of Lang Son province also held a meeting to discuss the implementation of the framework agreement on piloting the construction of smart border gates; towards the mode of transportation by AGV self-propelled vehicles on the ground (driverless vehicles operating on conveyor belts serving customs clearance 24/24). However, constructing a smart border gate model will undoubtedly have problems with legal procedures, planning, and infrastructure.
“The deployment of digital border gates is a new model, piloted in Lang Son, so if you want to replicate it nationwide, if you want a complete digital border gate platform, the Ministry of Information and Communications, the National Committee of Experts in Digital Transformation need guidance to research and determine what the basic contents and contents of the digital border gate are, so that on that basis, the foundation will be perfected to meet the requirements of management, operational requirements of the functional forces as well as to harmonize the interests of relevant parties", said Mr. Ho Tien Thieu, Chairman of the Provincial People's Committee, Head of the Steering Committee for Digital Transformation in Lang Son Province.
