Lang Son’s border gates put great effort into securing operation

(VAN) In order to ensure the status of trade activities in Lang Son, it is impossible not to mention the role of the customs force at border gates.

Right from the beginning of the year, Lang Son People’s Committee has closely and decisively led and directed solutions to create maximum conditions for import-export activities. Based on that foundation, the Management Board of Dong Dang - Lang Son border gate economic zone has also presided over and coordinated with other relevant departments and agencies to advise and propose synchronous implementation of solutions, remove difficulties and obstacles, and facilitate the promotion of import-export activities in the area. The results can therefore be seen in several contents:

Firstly, in 2022, China continues to remain firm with its Zero Covid policy, therefore doing a good job of preventing disease is the foundation, the important premise to negotiate with the Chinese side, maintain and promote customs clearance and export. Having that mindset, the Management Board of Dong Dang - Lang Son border gate economic zone has coordinated with relevant agencies to consult the provincial People’s Committee to promulgate green zone establishment measures to secure disease prevention work at Huu Nghi border gate, Chi Ma the main border gate, Tan Thanh sub-border gate.

The Management Board of Dong Dang - Lang Son border gate economic zone also organizes the construction of buffer zones to regulate the vehicle that are transporting goods into the border gate area with the appropriate number, ensure customs clearance. This has created trust with the respective authorities on the Chinese side, faith in cooperation, and favorable conditions for import-export activities.

Secondly, in order to swiftly deal with incurring problems concerning import-export activities for enterprises, the Management Board has coordinated with and directed functional forces at border gate areas, assigned and arranged officers, public servants and laborers to be on duty 24/24 hours.

Thirdly, in order to transparently public information about administrative procedures, the Management Board has had some collaboration to deploy a digital platform at Huu Nghi international border gate and Tan Thanh border gate since February 21, 2022. The Management Board of Dong Dang - Lang Son border gate economic zone also directs the collection of border gate infrastructure fees in the non-cash form, then review and publicly list the fees concerning import-export activities at border gates.

Fourthly, in order to make sure that activities at border gates are done in order and a civilized manner which creates a convenient business environment for enterprises and personal organizations, the Management Board presides over consulting the provincial People's Committee to promulgate regulations of Huu Nghi international border gate and Chi Ma the main border gate.

Fifthly, the Management Board has also directed and created conditions for cargo distribution such as fresh, unrefrigerated fruits and agro-products, meaning perishable products in Tan Thanh border gate to have the goods customs cleared in the shortest time, minimize damage to farmers.

Sixthly, the Management Board has well performed external affairs with the Chinese authorities. Accordingly, Lang Son is also the first province to reach an agreement on the contactless delivery method by utilizing the container-off model at Huu Nghi and Tan Thanh border gates. And I must say that this model has achieved several evident results. To be more specific, in the first three months of 2022, the customs clearance capacity was 200-250 trucks per day, and only 60-70 trucks deliver exported goods.

“But after coming to an agreement on the container-off model and the contactless method, the customs clearance capacity has gradually shown clear signs of improvement. Now the customs clearance capacity of border gates in Lang son maintains 900 trucks per day, and there are times when it reaches a high rate of 1,000 trucks per day, of which 450-550 trucks are for exports. The problems are solved, and the customs clearance capacity is evidently improved,” said Mr. Hoang Khanh Duy, Deputy Head of the Management Board of Dong Dang - Lang Son border gate economic zone.

Regarding some notable actions of Huu Nghi border gate’s custom force to create favorable conditions for businesses, firstly, the Sub-department of Customs has connected with the General Administration of Customs of China to study the difficulties and obstacles, coordinated with the customs force of the Chinese side to bring out solutions to create an advantage for Vietnam’s exported goods.

Secondly, on the domestic side, the customs force also coordinates closely with units at border gates such as the border guard, border management board, medical quarantine force, plant quarantine force and many more to create the best conditions for enterprises, at the same time ensure epidemic prevention work.
