Khanh Hoa has no fishing vessel violating foreign waters since Oct 2018

(VAN)- The province has not recorded any fishing vessel violating foreign waters since October 2018.

The result has been made thanks to efforts of the province’s Agriculture and Rural Development Department after it has ordered its units to work with relevant agencies in the province to disseminate illegal, unreported, and unregulated (IUU) fishing to local fishermen over the past time.

The move aims to remove the European Commission’s yellow card that was imposed to warn on Vietnamese seafood for failing to make progress in fighting IUU fishing since October 2017.

Besides, Fisheries Inspection and Control Representative Offices at local fishing ports have strictly conducted inspections and control of fishing vessels following Circular No 21 and Circular No 13 of the Ministry of Agriculture and Rural Development.

Accordingly, the offices already inspected 3,500 fishing vessels, which left ports and landed at the local fishing ports last year.

They also checked 3,530 tonnes of raw seafood and issued certificates for 473 shipments, equal to 3,615 tonnes of wild-caught seafood at the same time, including 262 shipments exported to the European Union (EU) market.

In the first quarter of this year, the offices checked 410 fishing vessels departing and landing at the local fishing ports, confirmed 230 tonnes of raw seafood and issued certificates for 27 shipments, equal to over 427 tonnes of wild-caught seafood, including 26 shipments exported to the EU market.

Some 649 local fishing vessels with the length of over 15m, equal to 87 per cent of the total fishing vessels with the length of over 15m, have been installed vessel monitoring devices so far.

After the installation, the provincial Fisheries Division arranged staff on duty 24 hours daily to monitor signals of the fishing vessels via vessel monitoring system on the official website of the ministry’s Directorate of Fisheries.

Moreover, the agricultural department has also sent a document to direct its units to coordinate with relevant agencies to ensure food hygiene and safety for all fishing vessels with a length of over 15m. Some 500 fishing vessels with the length of over 15m, accounting 67 per cent of the total fishing vessel with the length of over 15m, have received certificates of food hygiene and safety until now.

Food hygiene and safety are also checked and ensured at the local fishing ports.

Shortcomings, solutions

Apart from the achievements, there are still some shortcomings. It is estimated that, currently, 13 per cent of local fishing vessels with the length of over 15m have yet to be installed vessel monitoring devices.

Inefficient fishing exploitation was blamed for the fishermen having not enough money to install the devices, according to the agricultural department’s representatives.

Some vessel monitoring devices are reported to be operated unstably, causing fishing vessels failing to connect with the monitoring centre when the vessel went fishing at the deep sea.

Additionally, connection among the devices, the monitoring centre were not synchronised, leading to difficulties for authorities to manage the operation of the local fishing vessels, the department said.

Another shortcoming is that patrol and handling violations related to IUU also encountered many difficulties because there is a lack of legal basis for the local Fisheries Surveillance Force to handle violations.

In response to the situation, the department has submitted the agricultural ministry to soon issue a policy to support fishing vessel to install the vessel monitoring devices as well as directing the functional forces to increase patrols on the adjacent waters to promptly support fishing vessels that had problems when exploiting in deep waters.

The Directorate of Fisheries should order the monitoring centre to quickly fix the loss of connection on the fishing vessel monitoring system; upgrade the warning feature between the fishing areas as well as deploying the pilot electronic traceability software to better serve the verification and certification of the wild-caught aquatic products.

The province now has 3,352 fishing vessels, including 747 with the length of over 15m. The total aquatic production is estimated to reach 96,000 tonnes per year on average.

The province has 4 fishing ports of Hon Ro, Da Bac, Vinh Luong and Dai Lanh.
