High-tech agriculture in Ninh Thuan: Finding ways to escape from prevailing model

(VAN) High-tech agricultural development in the period of 2021-2030 of Ninh Thuan has seen recognizable achievements in the first phase, thus the itinerary ahead would struggle.

Not yet scaled up

The agriculture sector in Ninh Thuan has experienced significant growth over the past year, according to the competent department. Nevertheless, the growth rate of agricultural production in general and crop production in particular has been measured in terms of output, volume, and area; rather than efficiency and product quality. These factors impede the efficacy of the products' competitiveness in the market.

In Ninh Thuan, while agricultural development advances toward commodity production and the adoption of advanced technology, there are numerous obstacles and bottlenecks to be overcome in addition to apparent successes.

According to Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development in Ninh Thuan, there is still a lack of synchronized development of high-tech agricultural models, fragmented production scale, and low competitiveness of agricultural products. In addition, the mobilization, integration, and efficient utilization of resources intended for the development of high-tech agriculture have not yet met the necessary standards; inter-production areas with slack linkages have yet to establish high-tech agricultural production.

The absence of investor support for the development of high-tech agriculture in Ninh Thuan is the most concerning aspect; access to land funds and investment capital is difficult for investors, and production and processing are not genuinely integrated.

In addition, a high-tech agricultural zone has not yet been established in Ninh Thuan, and the sphere of high-tech agricultural production is suffering from an inadequate supply of trained personnel. The distribution of the agricultural land area is irregular, small-scale, and fragmented. Particularly, farmers own the majority of agricultural land, which is predominantly small and dispersed; thus, large cooperative organizations are scarce.

"The implementation of technological advancements to establish a conducive atmosphere for production is confined to prototypes or scales within organizations; furthermore, their widespread adoption is hindered by exorbitant investment expenses, insufficient capital among farmers, and an ongoing lack of synchronization in application. The implementation of advanced technologies in agricultural production remains confined to specific regions or exemplary cases, lacking widespread replication across all localities", assessed by Mr. Dang Kim Cuong.

Spotting obstacles

The reasons for the underwhelming development of high-tech agriculture in Ninh Thuan can be attributed to very low starting point; limited mechanisms, policies, and resources for accessing new processes, technologies, and new varieties; difficulties in investing in high-tech agricultural production and lack of synchronization.

Furthermore, the existing mechanisms and policies about land and capital resources continue to be insufficient, as they fail to establish incentives that would motivate cooperatives, businesses, and the general public to invest in high-tech agriculture. Specifically, progress remains sluggish in the implementation of high-tech agriculture development planning intended to attract investors.

In order to address these prevailing challenges, the agriculture sector in Ninh Thuan has suggested that the Provincial People's Committee oversee the efforts of local governments, branches, and departments to augment propaganda and promotion efforts pertaining to investment attraction orientations, mechanisms, policies, solutions, and trade; facilitate the advancement of high-tech agriculture in the province through the promotion of trade and tourism.

Efficient the implementation of trade promotion initiatives, facilitation of market access, and creation of links between production, consumption, and processing; encouragement of investment to stimulate enterprise investment in strategically designated regions for the advancement of high-tech agriculture; provision of promotional programs to support the utilization of machinery and advanced equipment in the processing of specialty agricultural products; and promotion of trade associated with individual specialty agricultural products to align with export objectives.

According to Mr. Trinh Minh Hoang, vice chairman of the Provincial People's Committee of Ninh Thuan, the economic landscape of the province of Ninh Thuan and the nation as a whole will present a series of intertwined challenges, benefits, and obstacles in the near future. Developing high-tech agriculture in the region presents an array of novel challenges and increasingly intricate demands.

According to Mr. Trinh Minh Hoang, vice chairman of the Provincial People's Committee of Ninh Thuan, the scientific and technological content of agricultural production in the province is relatively low and remains on a modest scale. Limited investor interest exists in high-tech agricultural production; human resource levels, capacities, and quality remain inadequate and unevenly distributed, with notable disparities between localities in the province. These factors impede the progress of high-tech agriculture in Ninh Thuan.
