On October 31, People's Committee of Quang Nam province issued a document on aiding locals in isolated areas in Phuoc Long and Phuoc Thanh commune (Phuoc Son District) with food and necessities.
Typhoon Molave lashed the province with powerful winds and torrential rains, triggering flooding and landfall. Scores of homes and infrastructure were buried.
Landslide caused 3,000 households in two communes Phuoc Loc and Phuoc Thanh (Phuoc Son district) to be isolated from October 28. Many homes in these two communes were completely destroyed while their crops, livestock and many other possessions were washed away.
The Provincial People's Committee had directed related forces to quickly access the affected areas to provide food, water and other basic essentials. However, these areas are as far as 50 kilometers away from the centre of the district.
Besides, flooded and destroyed road together with landfall made access even more difficult. As a matter of fact, it takes ages to repair roads, bridges and culverts. Meanwhile, the bad weather is still to come. Therefore, it is hard for provincial forces to access the storm-ravaged areas and provide assistance on the spot.
The support from the 5th Military Region, Ministry of National Defense, therefore, is needed.
The People's Committee of Quang Nam Province proposed to the Prime Minister that Ministry of National Defense deploy High Command of the 5th Military Region, the 372 Air Defense Division, the armed forces and the local authorities to support the people.
Helicopters need to be mobilized in an effort to supply locals in Phuoc Loc and Phuoc Thanh communes with enough food, drinking water, first-aids and other basic essentials to use in a month, in a timely and safe way.
