Establish the Special Working Group to remove difficulties for businesses and people

Prime Minister Pham Minh Chinh has just signed and promulgated Decision 1447/QD-TTg, establishing the Prime Minister's Special Working Group on removing difficulties for businesses and people affected by the Covid-19 epidemic. The Head of the Working Group is Deputy Prime Minister Le Minh Khai.

The Working Group is an inter-sectoral coordination organization with the function of helping the Government and the Prime Minister to research, instruct and coordinate in solving important and inter-sectoral tasks in removing difficulties for enterprises and people affected by the Covid-19 epidemic.

The Deputy Teams of the Working Group include: Minister of Planning and Investment Nguyen Chi Dung (Permanent Deputy Head); Minister of Finance Ho Duc Phuc; Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung.

The members of the Special Working Group are leaders of ministries and agencies: the Government Office, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment, the Ministry of Construction, the Ministry of Transport, the Ministry of Agriculture and Rural Development, Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications, the Ministry of Justice, the Ministry of Health, the State Bank of Vietnam and the Commission for the Management of State Capital at Enterprises.

Depending on the task performance requirements of the Working Group and at the proposal of the Minister of Planning and Investment, the Working Group may invite more leaders of some relevant central and local agencies or organizations, associations, experts to coordinate and consult to better perform the tasks of the Working Group.

The Working Group’s task is to proactively approach, receive and grasp information, summarize the difficulties and problems of enterprises and people; propose to the Prime Minister directions and solutions to promptly instruct and handle important, urgent, inter-regional and inter-sectoral issues in order to remove difficulties for businesses and people affected by the Covid-19 epidemic; closely review, remove difficulties, and promote the implementation of investment projects established in the Prime Minister’s Decision No. 1242/QD-TTg dated July 16th, 2021 in ministries, branches and localities in order to together advise the Prime Minister to resolve related issues.

Proposal for directions to handle the difficulties and problems of businesses and people is also within the functions and tasks of the competent authorities. The Special Working Group will help the Prime Minister monitor and urge competent ministries, branches and localities the process to resolve difficulties and problems of enterprises and people; adequately propose rewarding and disciplining relevant organizations and individuals in a timely manner; perform other tasks as assigned and directed by the Prime Minister.

Furthermore, the Special Working Group will also assist the Prime Minister in directing and coordinate activities among ministries, branches and localities to solve important and inter-sectoral issues in order to remove difficulties and obstacles of businesses and people affected by the Covid-19 epidemic.
