Declare the Ha Tien planning project associated with 3 strategic groups

On the morning of March 15, in Ha Tien City, the People's Committee of Kien Giang province held a conference to announce the Prime Minister's Decision to approve the General Planning project of the city and Ha Tien border gate economic zone, Kien Giang province until 2040. Minister of Construction Nguyen Thanh Nghi and representatives of relevant functional branches and leaders of Military Region 9 and Kien Giang province attended the conference.

According to the project, Ha Tien City is planned as an international border gate urban, cultural, administrative, scientific-technical, educational - training and coastal tourism urban area with historical traditions and cultural and natural heritage with diverse ecosystems. Having an important national defense and security position, it is a growth pole west of Kien Giang province, a key urban area of the Mekong Delta region.

The planning project has a research scope of about 34,800 hectares, including the entire administrative boundary of Ha Tien City, with two wards: Binh San, Dong Ho, Phao Dai, To Chau, My Duc, two communes Thuan Yen, and Tien Hai, the sea surface area located between Tien Hai island commune and communes and wards on the mainland of the city to study the orientation of sea reclamation and construction of artificial islands. Spatial development orientation follows the model of heritage, bipolar, unified, and multi-center urban areas and is divided into 8 development areas: Traditional urban areas, urban areas developing heritage and cultural tourism, history, sightseeing tours; border gate urban areas, logistics, transit resort tourism, shopping, submerged eco-tourism, community tourism urban areas, industry and high-tech agriculture; Thematic tourism urban areas, discovery tourism, marine ecology, specialized port and airport development serving tourism and urban traffic connecting to Phu Quoc and surrounding areas...

The planning project determines the development of Ha Tien City associated with 3 strategic groups including: General development strategies, urban and core economic development strategies, and foundation development strategies. A synchronous socio-economic and technical infrastructure system is planned, spatial organization, land use and landscape architecture are appropriate to the characteristics of each development area, taking into account the environmental protection requirements, socio-economic development, ensuring national defense, security, foreign affairs, protecting national sovereignty, borders, islands and seas.

Mr. Nguyen Thanh Nhan, Vice Chairman of Kien Giang Provincial People's Committee emphasized that Ha Tien city is one of three key urban areas, the economic growth pole of the province. The planning orients the development of Ha Tien City to become a "key urban area, an economic center, strongly developing border trade, services, tourism associated with the border gate economic zone, and a cultural center", with historical value, has an essential position in national defense and security. Ha Tien, along with Rach Gia City and Phu Quoc Island City, has become the main development triangle of the urban economy, trade and seaward services of Kien Giang province.

Minister of Construction Nguyen Thanh Nghi emphasized that Kien Giang province needs to develop a plan to implement the approved planning. During the planning process, it is necessary to strictly protect heritage, forest areas, river systems, natural lagoons, coastal spaces, public living spaces, natural and human values, the unique identities of Ha Tien city, paying special attention to strengthening strict management of construction order during the planning implementation process. For sea reclamation areas and artificial island construction, the following implementation steps must comply with current regulations of Vietnam's Sea Law, Law on Natural Resources and Environment of Sea and Islands, Land Law, and relevant other regulations.

At the conference, Kien Giang province awarded 4 investment policy decisions for projects in the fields of eco-tourism areas, residential areas, and resorts in Ha Tien City, with a total area of more than 16 hectares, total investment capital of more than VND 2,460 billion and 17 memorandums of understanding to invest in projects in the fields of tourism, commerce, urban areas, industrial parks, seafood processing, water supply, wastewater treatment... with a total area of more than 1,200 hectares, total investment capital is more than VND 37,400 billion.
