Kien Giang: Violating IUU, fishing boat owner is fined over VND 2.3 billion

(VAN) Violating IUU fishing with 20 errors, Mr. Le Thanh Dung, a boat owner has received administrative sanction from Kien Giang People's Committee with a total fine of over VND 2.3 billion.

Vice Chairman of Kien Giang's People's Committee Mr. Le Quoc Anh has signed and promulgated a decision on administrative sanctions against Mr. Le Thanh Dung (born 1980, in Vinh Thanh hamlet, Vinh Hoa Hiep commune, Chau Thanh district, Kien Giang province).

With 20 violations, the total fine for him amounted to more than VND 2,368 billion. This is the highest level of administrative sanction that the Kien Giang People's Committee has applied to fishing vessel owners so far.

There are violations that result in heavy administrative penalties, ranging from VND 400 to 600 million, including: Concealing evidence of violations of aquatic resources exploitation and protection regulations, fined VND 600 million; Failure to maintain the cruise monitoring device during operation at sea (for fishing vessels with a maximum length of 24m or more), fined VND 400 million per vessel in violation. 

Mr. Dung also committed other violations such as removing the cruise monitoring device on a fishing vessel without the supervision of the equipment supplier and installer and failure to re-register fishing vessels according to regulations. These violations also result in a fine of VND 4-25 million per vessel in violation.

The fishing vessels involved in Mr. Dung's violations were detected and sanctioned by the authorities, including: KG-93829-TS, KG-94707-TS, KG-94962-TS, KG-95789 -TS, KG-93836-TS, KG-90412-TS, KG-91310-TS, KG-93363-TS, KG-94372-TS and KG- 95789-TS.

Mr. Le Thanh Dung's act was determined to have violated point 3, clause 2 of article 20; point d, clause 1 of article 35 and clause 2 of article 37 of decree 42/2019/ND-CP. In addition to the fine, the authorities have also decided to additionally suspend the right to use the captain's certificate from 4.5 months to 9 months for Mr. Nguyen Truong Han, Mr. Dang Van Bui, Mr. Le Thanh Hoang, Mr. To Hoang Phong and Mr. Le Thanh Thao, captains of the mentioned fishing boats.
