Accordingly, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development (DARD) to summarize and report on the situation of land use and forest area as well as the trading of large and small timber); evaluate the effectiveness of forms of joint venture and production association; evaluate the effectiveness of afforestation for small and large timber production and trade and the operational efficiency of forestry companies; consulting and propose a plan and roadmap for large timber forest plantation and convert from small timber to large timber plantations from now to 2025.Besides, they should consult and review on the implementation of procedures for transferring the production forest area in 4 communes of around the Cam Son reservoir into protective forest according to law; develop schemes and propose mechanisms and policies to support people in such 4 communes ensuring their livelihoods by planting, tending and protecting forests.

DARD should direct the protection forest management boards to support the planting of large timber forests and convert small timber into large timber plantations in the area like what forestry companies are doing.

It should promote disseminations and guide forest owners in localities to actively plant large timber forests to improve forest economic efficiency in association with increasing forest cover and protecting the environment.

The People's Committees of districts and cities in collaboration with the DARD should also promote dissemination and mobilize local people and forest owners to actively implement measures in forest management, protection and in planting large timber forests.

Forest limited companies should proactively review and evaluate their production and business efficiency in the period of 2019 - 2021. They should pay attention to the situation of land use in forest area and trading of large and small timber. They should also evaluate the effectiveness of joint ventures, production associations in business and afforestation of small and large timber as well as their operation, development and implementation of plan and roadmap for large timber plantations.

They should focus on conversion from small timber to large timber plantations from now until 2025 so that they can reach the proportion of  20% of large timber plantations in their production forest areas. They should propose measures to improve the quality and efficiency of production and business by 2025.

A review on afforestation land in 2022 should be a focus in their development plan along with the preparation of dossiers for the implementation of afforestation to achieve the rate of 20% of large timber plantations.

For intensive plantation of large timber forests, they should focus on raising investment norms for afforestation, selecting suitable and good quality seedlings with clear origin and high productivity so that to ensure the highest efficiency for business and production.
