ASEAN cooperates in natural disaster management

ASEAN to hold annual meetings on disaster management cooperation with three countries

Also attending the meetings were delegates from the natural disaster prevention and control agencies of 10 ASEAN member states, the AHA Centre, the ASEAN Secretariat, and partners from Japan, China, and South Korea.

At the 6th Annual Meeting of the ACDM Plus Japan, Mr. Pham Duc Luan shared that the event was organized on the occasion of the 50th anniversary of establishing the relationship between the two sides. Both ASEAN and Japan jointly developed a Joint Statement to establish a Comprehensive Strategic Partnership at the recent 26th ASEAN-Japan Summit.

"For more than half a century, the close and cooperative relationship between ASEAN and Japan has led the two sides to become important partners of each other and has attained great achievements in the fields of politics, security, economy, culture, and society, including natural disaster management and emergency relief fields," said Mr. Luan.

Co-chairing the meeting, Mr. Takeo Murakami, Director for International Cooperation at the Disaster Management Bureau of the Cabinet Office of Japan, shared that the annual meeting between ACDM and Japan is a valuable opportunity to evaluate the annual work plan and reaffirm the commitment to cooperation between the two sides.

During the meeting, delegates discussed issues such as consolidating the natural disaster database and information management; supporting the Emergency Response and Assessment Team project; and the Memorandum of Understanding between the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) and the Asian Disaster Preparedness Centre (ADPC), between the AHA Centre and Japan International Cooperation Agency (JICA).

Through frank exchanges, Director Luan hopes that cooperation between ASEAN and Japan in the field of natural disaster management will continue to be developed and expanded in the future, contributing to the goal of building a safe and sustainable region against natural disaster risks.

At the 6th Annual Meeting of the ACDM Plus China, Director Pham Duc Luan commented that the two sides have expanded cooperation in many fields, especially natural disaster management and emergency relief.

In 2020, the "ACDM Plus China" mechanism was activated for the first time, and in 2021, the first ASEAN-China Ministerial Meeting on Disaster Management was held. Thereby, orienting joint cooperation, promoting ASEAN-China cooperation in disaster management, and contributing to building a resilient region to global threats, such as climate change, in a more comprehensive and effective way.

Co-chairing the meeting, Ms. Yin Mingyu, Deputy Director of the Department of International Cooperation and Rescue under China’s Ministry of Emergency Management, said that since the establishment of ASEAN-China Dialogue Relations in 1991, both parties have become important cooperation partners of each other.

At the meeting, delegates jointly discussed some contents related to natural disaster management, including: updating the implementation of the ASEAN-China Work Plan on Disaster Management; Draft Memorandum of Understanding on the Establishment of the ASEAN-China Centre for Emergency Management Cooperation; Agreement on ASEAN-China Disaster Management Project; Program to strengthen ASEAN-China disaster management capacity; series of ASEAN-China Disaster Management Forums; and Sendai Framework for ASEAN Disaster Risk Reduction.

Summarizing the meeting, Mr. Luan assessed that the ASEAN-China Work Plan for 2023 will be the backbone for the partnership and cooperation between the two sides on natural disaster risk reduction. This is an opportunity to reaffirm the commitment to ASEAN-China cooperation in natural disaster management, as well as strengthen capacity and launch other important initiatives.

At the 5th Annual Meeting of the ACDM Plus South Korea, the leader of the Department of Dike Management and Disaster Prevention and Control said that South Korea is one of the countries with a lot of experience and advanced technology in the field of natural disaster management. This is also one of ASEAN's strategic partners, with comprehensive and profound cooperation in many fields.

Since the establishment of the ASEAN-South Korea cooperation mechanism, the two sides have maintained and developed cooperation through seminars, training, experience exchange, and technical support.

At the meeting, delegates discussed ASEAN-South Korea cooperation in natural disaster management, including: the ASEAN-South Korea capacity-building program on exploiting science, technology, and innovation; the Project to enhance disaster risk management capacity for ASEAN countries; and some contents in preparation for the 2nd ASEAN-South Korea Ministerial Meeting on Disaster Management (AMMMM) taking place on October 12.

Co-chairing the meeting, Mr. Choi Jin Won, Director of the Department of International Administrative Cooperation, Ministry of the Interior and Safety of South Korea, expressed his hope that the relationship between ASEAN and South Korea in the field of natural disaster management will continue to be developed through signed cooperation and commitments. These contribute to the goal of building a safer and more resilient Asia against natural disasters.
