Addressing the leader when a forest fire occurs

(VAN) On March 18, the People's Committee of Kon Tum province directed departments and branches to strengthen forest fires prevention and fighting.

Currently, Kon Tum province is in the dry season. According to forecasts of the National Centre for Hydro-Meteorological Forecasting, in 2024, the El Nino phenomenon will cause the average monthly temperature to be about 0.5-1.5 degrees higher than the average for many years. This will increase the intensity of heat and drought, making the risk of forest fires very high. To proactively deploy measures to prevent forest fires and minimize possible damage, the Kon Tum Provincial People's Committee requests that departments, branches, districts, cities, and forest owner units organize and implement good prevention solutions.

Accordingly, the Provincial People's Committee requires districts, cities and relevant departments and branches to strictly carry out management responsibilities for forest fire prevention and fighting and to consider this as a key, regular task during the peak period of forest fires. Localities proactively have forces, means, and supplies capable of responding to forest fire situations; arrange local funding and other legal capital sources to ensure good implementation of forest fire prevention and fighting fire according to the motto "4 on-spot".

For forest owners, project owners who are assigned forests, lease forests, and businesses growing rubber on forest land, they are required to proactively review established forest fire prevention and fighting plans; proactively handle vegetation and reduce burning materials in areas with high fire risk; specifically identify key areas with a high risk of forest fires to arrange human and material resources and ready to prevent and promptly handle forest fires. At the same time, organize on-duty duty and assign forces to be on duty 24/7 throughout the dry season to promptly detect fire points when they first arise, and mobilize forces to control and extinguish large fires.

On the other hand, strengthen propaganda and education to raise awareness and responsibility in forest fire prevention and fighting; inspect, urge and guide people to control the use of fire in and near forests, especially slash-and-burn activities.

Continue to implement good coordination between forces in forest fire prevention and fighting according to signed plans; forest fire fighting support, force and means when requested by competent authorities. After a forest fire, urgently coordinate to investigate and clarify the cause and sources of the fire to strictly handle it according to the provisions of law. In particular, addressing the management responsibilities of the leader when a forest fire occurs.
