Thai Nguyen: Exploiting the potential and advantages of commodity agriculture

Giving a directive speech at the Opening Session of the 13th Session of the Thai Nguyen Provincial People's Council, term XIV, term 2021-2026, on July 19, Secretary of the Provincial Party Committee Nguyen Thanh Hai emphasized that 2023 is the central year of the term with extremely important significance in promoting the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress, and the socio-economic development plan for five years 2021-2025.

"According to the program, at this session, the Provincial People's Council will discuss, comment on reports, and consider approving 28 resolutions, which are extremely important contents in order to institutionalize the Party's guidelines and the State’s policies, successfully implement the set goals and tasks of 2023, and the socio-economic development plan for five years 2021-2025, "said Secretary Nguyen Thanh Hai.

Accordingly, the Secretary of the Thai Nguyen Provincial Party Committee suggested that delegates discuss and give opinions to synchronously deploy solutions and promote socio-economic development in the last six months of 2023. Of which, focus on strongly promoting the disbursement of public investment capital in 2023; continue to assign, decentralize, and assign specific and clear tasks to agencies, units, and institutions for implementation.

Promote information and communication to create consensus among officials, party members, and people in the province during the implementation process. Proactively forecast, respond to difficulties, and effectively solve legal problems in the field of land and land clearance.

"It is necessary to raise the sense of responsibility in solving work, stop the situation of pushing responsibility and slowing down to solve difficulties and problems for people and businesses, promote production and business development, and contribute to successfully implementing the socio-economic development plan in 2023," said Secretary Nguyen Thanh Hai.

Along with that, the leader of the Thai Nguyen Provincial Party Committee said that it is necessary to continue to effectively deploy solutions to exploit potential and advantages, promote development, and promote economic growth. The focus is to continue to effectively implement solutions to develop the production of agricultural, forestry, and fishery commodities in association with new rural construction, increase added value, and develop sustainably.

In particular, according to Secretary Nguyen Thanh Hai, it is necessary to urgently concretize and implement the provincial master plan for the 2021–2030 period, with a vision to 2050 approved by the Prime Minister. Soon put industrial parks and clusters into production and business. At the same time, mobilize resources and attract investors to build the infrastructure of industrial parks and clusters. Implement drastically and effectively the program of socio-economic recovery and development.

Overcome the shortcomings and limitations; effectively implement solutions to accelerate the disbursement of investment capital in the last six months of 2023; speed up the rate of progress of three national target programs and the province’s key projects, such as the Linking Road Project, connecting the provinces of Thai Nguyen, Bac Giang, and Vinh Phuc; the Ring Road V Project, the section through Thai Nguyen province; the construction project of Thai Nguyen Provincial Stadium; and some other important projects.

Along with that, it is necessary to effectively implement solutions to budget revenue, ensuring revenue exceeds the assigned estimate. Effectively implement cost-saving measures, especially frequent expenditures, to focus resources on development investment spending. Mobilize and allocate resources with focus for the implementation of breakthrough stages.

Promote administration reform, improve the investment environment, improve provincial-level competitive capacity, create a favorable business investment environment, promote the development of enterprises and cooperatives, and effectively attract social investment resources to serve the province’s socio-economic development. According to Secretary of the Provincial Party Committee Nguyen Thanh Hai, delegates need to discuss and agree on tasks and solutions, thereby striving to fulfill at the highest level the tasks and targets of socio-economic development in 2023.

Especially striving to reach 8.5% or more of the growth rate of Gross Regional Domestic Product (GRDP). Total state budget revenue is set to reach VND 20,000 billion. The per capita income is over VND 115 million/person/year.

Implement on schedule key works, projects, and three national target programs. Propose solutions to remove difficulties and solve "bottlenecks" in the application of mechanisms, policies, and legal regulations in the actual implementation of tasks.
