On March 22, Secretary of Tay Ninh Provincial Party Committee Nguyen Thanh Tam and the mission visited the irrigation structure in the west of Vam Co Dong River and worked at Tay Ninh dairy farm.
Mr. Nguyen Dinh Xuan, Director of the Tay Ninh Department of Agriculture and Rural Development, stated at the irrigation structure in the west of Vam Co River that the irrigation project in the west of Vam Co Dong River is a grade II irrigation project that was approved by the Provincial People's Committee and officially began to work on April 27, 2018 by the Province Agricultural Construction and Investment Project Management Board as an investor.
The project includes the following main items: a 16.67 km long water transfer canal, a 29.41 km long main canal route, and a grade I canal system with a total length of over 71 km. The total project length is 117.8 km, divided into 14 construction and installation packages with a total investment capital of over VND 1,200 billion.
Currently, the project has completed phase 1. The project is expected to begin construction on phase 2 by the end of the third quarter of 2023 and be completed in 2026. Phase 2 of the project has a total investment capital of over VND 600 billion, including items such as the solidification of main canals, the construction of canals of grades I, II, and III, and drainage channels, etc. Phase 2’s total investment budget for construction is expected to be over VND 600 billion.
At the construction site, Mr. Nguyen Thanh Tam, Secretary of the Tay Ninh Provincial Party Committee, assigned the Authority for Planning and Investment and relevant departments and sectors, as well as the project investor, to plan to work with the Ministry of Planning and Investment to arrange capital for project implementation as soon as possible.
The purpose of the new construction investment for phase 2 of the irrigation project on the west of the Vam Co Dong River is to maximize irrigation efficiency and provide self-flowing irrigation water for 16,953 hectares of agricultural land in three border districts along the western river.
According to a representative of Vinamilk's Board of Directors, Vinamilk Tay Ninh dairy "RESORT" was inaugurated in 2019, with a total area of 663.5 hectares, of which more than 10 hectares are reserved for livestock farms with 8,000 dairy cows, and the rest is the area for growing biomass corn and other construction items.
The farm is part of Vinamilk's largest global GAP-standard farm system in Asia and is a pioneer in applying 4.0 technology comprehensively in farm management and dairy breeding. Since coming into operation in 2016, milk production has increased from 6 million kg (starting milk production in 2016) to 34 million kg over each year of development. The farm has generated corresponding milk sales from 74 billion to nearly 500 billion/year.
Simultaneously, the farm signed a direct purchasing contract, ensuring the price and output of green forage products for farmers in the area worth more than VND 300 billion. The farm also created jobs for more than 1,000 households, including corn growers and tending and harvesting workers, which were cemented over a long period of time and sustained, and it accompanied farmers to develop, which brings practical socio-economic value to the locality.
Vinamilk Company is now preparing to invest in building a complex of milk factories and dairy farms No. 2. Accordingly, the milk factory complex will have a milk processing capacity of 100 tons/day (about 36 million liters/year) with a total investment of the whole project complex of VND 1500 billion. The project objective is to produce and process milk products to meet market demand, along with expanding the supply of raw, fresh milk from Vinamilk's Tay Ninh farm. The project is expected to be completed and put into operation in 2025.
For dairy farm No. 2, the company will invest in 2 phases: phase 1 from 2023 to 2025: invest in a cluster of 4,000 cows; and phase 2 after 2025: invest in one more farm cluster of 4,000 cows, completing the perfect plan of 8,000 cows.
The company hopes that the province will soon complete the irrigation canal route along the west bank of the Vam Co Dong River to solve the water irrigation problems at the peak of the dry season for the company and the people in the project area. State agencies regulate agricultural material prices in order to reduce costs, control low-quality and counterfeit goods, create farmer trust, etc.
Secretary of the Tay Ninh Provincial Party Committee Nguyen Thanh Tam asked Vinamilk to speed up the implementation progress in the construction of a complex of dairy factories and dairy farms No. 2. The provincial leaders will support and accompany the company in removing administrative procedures, creating all conditions for the company to implement the project. At the same time, the Secretary of the Tay Ninh Provincial Party Committee wanted Vinamilk to promote the transfer of science and technology progress and further promote the link between purchasing and consuming products, helping local farmers develop a stable economy.
