Simplifying agriculture business regulations saves VND 219 billion

According to report No.7347 that Ministry of Agriculture and Rural Development has just sent to the Prime Minister on the review, the reduction, and simplification of regulations related to business activities within the scope of state management functions of the Ministry in 2021, the total expenditure regulatory compliance fees related to business activities saved nearly VND 219 billion, accounting for 13% of total compliance costs.

Of these, the cost of complying with administrative procedures saved over VND 29 billion. The cost of complying with the registration requirement saved VND 952 million. The cost of complying with regulations on reporting regimes saved over VND 7.2 billion. The cost of complying with standards and rules saved more than 110 billion VND, and the cost of complying with specialized inspection regulations saved more than VND 3.6 billion.

The number of regulations related to business activities expected to be reduced and simplified by the Ministry of Agriculture and Rural Development in 2021 is 411/2552, reaching 16% of the total number of regulations related to business activities. In which, the most significant reduction is in the number of administrative procedures, 42/120 principles, accounting for 35%.

The total number of documents with regulations related to business activities proposed to be amended, supplemented, replaced, annulled, and annulled is 44 documents. In which all are legal documents, with 2 laws, 6 decrees, and 36 circulars.

The most savings in compliance costs for each field are in the seafood business, which is expected to be over VND 49 billion. Trading in aquafeed and animal feed is expected to be VND 49 billion. The business service of testing plant varieties and animal breeds is estimated at VND 31.7 billion.

Exporting, importing, re-exporting, transiting, and importing from the sea natural specimens of CITES Appendices and the list of endangered and precious forest plants, animals, and aquatic animals, rare, expected is VND 14.7 billion.

The number of regulations expected to be reduced and simplified the most belongs to plant protection drug testing services, which is expected to decrease by 70%. Trading in veterinary drugs, biological products, vaccines, microorganisms, chemicals used in veterinary medicine is expected to decrease by 45%, and trading in aquatic products is expected to reduce by 43%.

According to the assessment of businesses, administrative procedures are no longer appropriate, inadequate, and have requirements on unnecessary paperwork that have been reduced, simplified, and reduced by the Ministry of Agriculture and Rural Development. Decisions and authority are clearly and appropriately defined, creating favorable conditions for organizations and individuals to implement. Simultaneously, it needs to cut some lines of goods related to veterinary drug materials, technical regulations that are no longer appropriate to create the most favorable conditions for organizations and individuals.

However, to improve the effectiveness and efficiency of state management, besides speeding up the review, reduction, and simplification of administrative procedures. The Ministry of Agriculture and Rural Development continues to strengthen the research and development of new management policies in line with development trends, creating an open and favorable business environment and promoting agriculture development.

In the coming time, in addition to organizing research and reviewing legal documents in the field of agriculture, the Ministry of Agriculture and Rural Development will organize dialogues, consultations, receptions, collection, and opinions of organizations, business associations, compliance objects.

Simultaneously, the Ministry of Agriculture and Rural Development will strengthen the improvement of the handling process and administrative procedures to ensure quick and efficiency, creating the most favorable conditions for people and businesses; and propagating, guiding, and supporting people and businesses to carry out online administrative procedures at level 3 and level 4.

The Ministry of Agriculture and Rural Development advocates to ensure effectiveness, efficiency, openness, transparency, and accountability in the activities of administrative agencies and better meet the needs of people, businesses, step up the implementation of Single Window mechanism in handling administrative procedures and carrying out administrative procedures in the electronic environment, connecting, integrating, providing online public services and making online payments on the National Public Service Portal.
