The Cua Nhuong fishing port project has a total investment of VND 280 billion and a scale of 5 hectares. After 2 months of starting construction, the project has completed more than 10% of the work volume. When completed, the project will meet the scale of a class II fishing port with 400 CV-capacity ships docking at the port; ship docking capacity reaches 100 times/day, and the amount of seafood passing through the port is about 16,000 tons/year.
In the late afternoon of the last days of March, taking advantage of the sunny weather, workers and equipment, vehicles, and machines at the construction site of Cua Nhuong fishing port, Cam Nhuong commune, Cam Xuyen district, were still working hard at full capacity to drive concrete piles at the wharf and complete the work of embankment of internal roads, construction of breakwaters, items of fish classification house, etc., with the determination to soon complete and put the project into operation and use.
Participating in the construction of Cua Nhuong fishing port is a joint venture of five contractors, including 269 Trading and Construction Joint Stock Company (Cam Xuyen), Thoi Binh Commercial Construction Joint Stock Company (Ho Chi Minh City), Thanh Cong Investment Joint Stock Company (Nghe An), Que Huong Construction and Trading Joint Stock Company (Ho Chi Minh City), and Quoc Viet Investment Joint Stock Company (Nghe An).
This is a project that plays a very important role in promoting the transformation from "the people's fishery" to a modern, responsible fishery. Cua Nhuong port does not have a wharf or commercial and service area, so fishermen's caught seafood depends heavily on traders out of the province. When the season is good, prices are low, and vice versa. Furthermore, during the rainy and stormy season, the estuary often accumulates and large vessels cannot anchor for shelter, so for many generations, fishermen in Cam Xuyen in particular and Ha Tinh province in general have been hesitating to invest in large vessels to go offshore to exploit.
"This project will newly build main items such as wharf, embankment, dredging ship channels and water areas in front of wharf, sand protecting dike, ground leveling, fisheries infrastructure system from yard, operator house, water supply and drainage, wastewater treatment to buoy, and a signal light system. Invest in cranes, forklifts, a fire protection and fighting system, and an environmental sanitation system for the fishing port.
At the same time, regularly evaluate the sedimentation rate, dredge, and adjust the channels leading to the anchorage area. Thereby contributing to improving the quality of post-exploited products, creating motivation for fishery development, and helping fishermen feel secure at sea," said Mr. Nguyen Hong Son, technical staff of the Management Board of Ha Tinh Agriculture and Rural Development Construction Investment Project.
Taking advantage of the allocated capital, the Management Board of Ha Tinh Agriculture and Rural Development Construction Investment Project is also urgently urging contractors to construct phase 2 of the Cua Khau-Ky Ha storm shelter anchorage project in Ky Anh town.
At the construction site, nearly 20 workers of 555 Construction and Trading Services Joint Stock Company worked day and night to cast concrete structural elements and dig the foot of the stone tray of the breakwater. According to Mr. Phan Xuan Duyet, Company Commander, the process of constructing projects on shore is easy, but in the sea area, it is ten times more difficult. In addition to calculating the tide to mobilize workers, vehicles, and construction machines, some items have to be dug 4.5–5 meters deep, along with a weak geological foundation and the sand depression, so it takes a lot of time, effort, and expense.
“Even though there are unforeseen difficulties, as committed to the investor, we will try to speed up progress and ensure project quality. Currently, workers have cast 5,000/7,000 concrete structural elements; there is nearly 2m of underground excavation for the tray foot. In April, we will mobilize more workers, vehicles, and machinery to deploy the remaining items," said Mr. Duyet.
According to Mr. Nguyen Hong Son, technical staff of the Board of Management of Ha Tinh Agriculture and Rural Development Construction Investment Project, when the fisheries infrastructure of Cua Nhuong fishing port and Cua Khau-Ky Ha comes into operation, it will contribute to improving the capacity of the fishing port system in Ha Tinh province and meeting the requirements of sustainable development of the fisheries sector, thereby promoting the development of economics, tourism, culture, society, environmental sanitation, and new rural construction.
Through surveys and assessments of Ha Tinh's specialized industry, under conditions of increasingly extreme and harsh climate change, the impact of natural disasters on coastal infrastructure and fishermen’s fishing vessels is increasingly fierce and unpredictable. Within the scope of capital invested in projects, for now, it only meets the implementation of essential items, not ensuring the synchronization and scale to complete according to the planning.
“After many years of operation, the Cua Hoi-Xuan Pho fishing port and anchorage area have suffered serious sedimentation, not meeting the requirements of combating IUU fishing in controlling fishing vessels entering and leaving the port and seafood output passing through the port. In addition, some concentrated aquaculture areas have degraded, and the infrastructure does not meet the conditions for farming according to VietGAP direction, leading to many risks of epidemics, low value of post-harvest products, and unstable fishermen's lives.
Therefore, the Provincial People's Committee has proposed that the Government and relevant ministries and branches consider and allocate a budget of more than VND 550 billion to invest in completing the project, including the following items: dredging and adjusting the channel and entrance to the Cua Hoi-Xuan Pho storm shelter anchorage area; dredging Xuan Hoi port and building a sand protecting dike towards the sea; and dredging the entrance channel to Thach Kim fishing port. At the same time, upgrading the infrastructure of three concentrated aquaculture areas in Ky Hai and Ky Tho communes, Ky Anh districts, and Dinh Ban commune, Loc Ha district," said the leader of the Management Board of Ha Tinh Agriculture and Rural Development Construction Investment Project.
Phase 2 of the Cua Khau-Ky Ha storm shelter anchorage area project has a total investment of VND 120 billion. The project will invest in implementing main items, including: dredging the anchorage area to ensure storm shelter for 600 fishing vessels with a maximum capacity of 600 CV; dredging the entrance channel to the storm shelter anchorage area for Cua Khau fishing vessels; building breakwaters in the anchorage area; building a system of anchor posts, anchor buoys, and anchor turtles; and building a ship channel and storm shelter anchorage area signaling system.
