There are many shortcomings

On July 6, the Ministry of Agriculture and Rural Development coordinated with the People's Committee of Ben Tre Province to organize a Conference on Quality Management of Southern Fruit Seeds.

According to the Ministry of Agriculture and Rural Development, fruit is a vital commodity industry with development advantages for our country, with about 50 varieties, an area of over 1.2 million hectares, and a total annual output of more than 13.5 million tons. Currently, all kinds of fruits have been serving the domestic demand well. At the same time, exports increase in product types, structure, markets, and turnover value. In addition to some achievements, fruit tree seed production and business still have shortcomings and limitations.

Accordingly, the system of seed production and supply at the household and small scale currently accounts for the majority. Significantly few large enterprises invest in seedling production. Many establishments that have not fully met the regulations are still involved in production and business, so it isn't easy to manage and ensure the origin and quality of seedlings.

In addition, the inspection and inspection of seed quality in recent years, despite being strongly directed by the Ministry of Agriculture and Rural Development and implementing the local intervention, have not yet met the requirements and effectively. The system of standards and regulations at national and grassroots levels has not been perfect, making it difficult to manage and inspect fruit varieties over time.​

Nguyen Minh Canh, Vice Chairman of the People's Committee of Ben Tre Province, said that with an area of fruit tree production of over 1,500 hectares, Ben Tre had become the locality with the largest production area in the country. Up to now, the total number of households producing and trading seedlings in the province is more than 8,000 households, mainly in Cho Lach, Mo Cay Bac, and Chau Thanh districts.

The total number of seedlings supplied to the market annually is over 20 million products. Plant varieties circulated on the market always have clear origins, meet quality, and have trademarks according to regulations.

Unfair competition causes consequences for the agricultural industry, adversely affects the brand, traditional values of the industry, and has caused significant economic losses to many gardeners in recent years.

Scaling up the standard seedling model

Currently, Ben Tre province has more than 8,000 households producing and trading plant varieties. However, only 570 households have registered with the management agency (accounting for 7.13%). Therefore, the quality control of plant seed products is still tricky.

In the past, to improve the quality of seedling products, the Department of Agriculture and Rural Development of Ben Tre province has organized many training courses for people to know and comply with regulations on seed production, trademarks, information on the origin of leading varieties, and leading gardens.

According to Huynh Quang Duc, Deputy Director of the Department of Agriculture and Rural Development of Ben Tre province, only a few households initially participated in this model. Seeing the effect, many households, establishments, and businesses have voluntarily experienced.

“Currently, the number of first-line trees has increased continuously and will continue to increase. This is a very good signal, from spontaneous, sensory production to production with clear and legal technical solutions, processes, and requirements, from production to consumption”, said Duc.

Nguyen Thanh Nghia, Tu Thanh seedling production facility in Son Dinh commune, Cho Lach district (Ben Tre), said the facility has many trees recognized as leading trees and leading gardens such as durian Ri6, Monthong. , Black Thorn, Musang king, Mica milkweed, red-fleshed jackfruit, yellow rice longan, bar longan... Joining the model of replicating standard seedlings, he said, "Customers will trust more".

And Thanh Thanh ornamental flower seed, a private enterprise in Hung Nhon hamlet, Hoa Nghia commune, Cho Lach district, is the unit with over 30 leading plants and over 70 leading gardens of varieties such as durian, jackfruit, pomelo, lemon, longan, rambutan, mangosteen... Tran Thanh Thanh, the business owner, said quality should be prioritized to compete. Grafted eyes are obtained only from a certified parent plant or a leading orchard. Each product of the enterprise has a traceability stamp.

Violating seed production facilities will be publicized

Deputy Minister of Agriculture and Rural Development Hoang Trung has directed functional agencies of the Ministry, localities, and businesses to some key and urgent tasks to gradually improve fruit varieties' quality management.

First, review, propose to, supplement, edit and complete legal documents related to state management in the production and business of plant varieties to ensure suitability and efficiency. Next, complete the national regulations and standards system to serve the state management of fruit tree varieties. In the immediate future, priority will be given to the main crops and fruit trees, mainly on a commercial scale.

In addition, strengthening the propaganda and dissemination of legal documents, inspection, inspection, and handling of violations in producing and trading fruit tree varieties. Strengthen the development and implementation of the annual plan by reviewing the performance of legal regulations in the production and trade of fruit tree varieties. Promptly handle violations and problems, and propose content to improve the quality of fruit varieties.

Reviewing and synthesizing existing research results and proposing new research on perfecting the restoration process, the process of breeding quality and disease-free fruit trees, at an affordable cost to submit to the Ministry of Agriculture and Rural Development for approval, promulgation, and dissemination for application in the production of fruit tree varieties.

Promote the work of selection, appraisal, and support to maintain top-ranked trees and top-notch orchards. Strengthen the construction and consolidation of the local breeding system, encouraging the production and trading establishments of quality seeds in the locality. Strengthen linkages between units and individuals recognized as leading varieties, leading orchards and organizations, and individuals producing types in the maintenance, investment, care, and effective exploitation and use.

In addition, publicize the units and establishments that commit administrative violations related to the production and business of plant varieties in each locality. Finally, promptly provide information and recommend people to use seeds of production units and establishments with clear origin and quality assurance.

"For the local side, continue to coordinate to strengthen the management and inspection of fruit seed production activities in the area, which must strictly handle according to regulations.
