Prime Minister Pham Minh Chinh sets out 11 key tasks and solutions for 2025

On the morning of October 21, the 8th Session of the 15th National Assembly officially opened, Prime Minister Pham Minh Chinh presented the Government's Report, including the economic and social development plan for 2025.

Regarding the targets, the head of the Government said that GDP growth will be around 6.5-7% and strive for a higher growth rate (7-7.5%); the average consumer price index (CPI) growth rate will be around 4.5%; the poverty rate according to the multidimensional poverty standard will decrease by around 0.8-1%...

Prime Minister Pham Minh Chinh proposed 11 main tasks and solutions for 2025 to ensure this target.

1.Prioritize promoting growth, renewing traditional growth drivers, and vigorously promoting new growth drivers.

Accelerate disbursement of public investment capital from the beginning of the year, especially for important national programs, projects, and works. Selectively attract foreign investment capital. Strongly develop the capital and domestic markets and stimulate consumption; Well control the supply and prices of goods, especially essential goods. Strengthen trade promotion; expand and effectively exploit new markets.

Promote new growth drivers, especially digital transformation, green transformation, new industries and fields, and high technology (such as semiconductor chips, artificial intelligence, cloud computing, Internet of Things ...). Effectively implement the Semiconductor Industry Development Strategy.

2. Maintain macroeconomic stability, control inflation, ensure major balances of the economy. Coordinate macroeconomic management policies harmoniously, closely and effectively. Improve credit quality; strive for credit growth of over 15%. Focus on restructuring credit institutions in conjunction with handling bad debts and handling commercial banks under special control.

Strengthen financial discipline and order - State budget; strictly manage, ensure correct, full and timely collection, strive for State budget collection in 2025 to be at least 5% higher than in 2024; thoroughly save expenditures, especially regular expenditures; control budget deficit and public debt within safe and reasonable limits, take advantage of space to mobilize additional resources for development.

3. Stronger breakthroughs in development institutions with the innovative mindset of "both strict management and development creation, maximizing development resources, creating new development space," especially innovation in the new era. Thoroughly and promptly institutionalize the Party's policies; ensure the progress and quality of draft laws, ordinances, and resolutions; effectively implement laws and resolutions passed by the National Assembly. Urgently review and perfect legal regulations, remove overlaps and inadequacies; at which level are problems, that level must proactively and actively amend them.

Resolutely reduce and simplify administrative procedures. Continue to build a streamlined, effective, and efficient apparatus. Promote decentralization and delegation of power along with resource allocation; promote the initiative, self-reliance, and self-reliance of all levels; resolutely eliminate the "ask-give" mechanism. Resolutely innovate and arrange public service units; Accelerate the arrangement of administrative units at district and commune levels. Promote national digital transformation and effectively implement Project 06.

4. Focus on completing the key and essential national infrastructure system, especially strategic projects on transport infrastructure, energy, and climate change adaptation... Removing difficulties and obstacles in site clearance and ensuring the supply of raw materials. Strive to complete 3,000km of expressway and strive to start construction of the Lao Cai - Hanoi - Hai Phong railway line. Actively complete investment procedures for the North-South high-speed railway project in 2025.

Effectively implement the 8th Power Plan; develop mechanisms and policies for developing electricity, renewable energy, and hydrogen. Promote investment in developing agricultural and rural infrastructure, adapting to climate change; national digital infrastructure, innovative infrastructure...

5. Promote restructuring of industries and sectors associated with digital transformation, green transformation, and equitable and sustainable energy transformation. Promote the development of supporting industries and services; effectively implement the Semiconductor Industry Development Strategy. Restructure the agricultural sector towards efficiency, sustainability, and multi-value integration; effectively implement the Project to develop 1 million hectares of high-quality, low-emission rice. Strive to reach 20 million international visitors by 2025.

6. Focus on developing high-quality human resources. Strive to be among the top 3 ASEAN countries in the global innovation index by 2025. Continue to fundamentally and comprehensively innovate education and training; build a learning society and lifelong learning. Effectively implement projects to train 50,000 semiconductor engineers and human resources for high-tech development. Promote the effectiveness of the ecosystem and the National Innovation Center.

7. Develop culture and improve people's material and spiritual life and health. Organize well activities to celebrate major holidays and significant events in the country. Pay more attention to preserving, embellishing, and promoting cultural values ​​and national quintessence. Promote the development of cultural industries; Effectively implement the National Target Program on Cultural Development for the period 2025-2035; Well implement the policy for people with revolutionary contributions, sustainable poverty reduction, and support for vulnerable groups. Strive to eliminate all temporary and dilapidated houses by the end of 2025 and complete over 100,000 social housing units. Expand coverage and develop social insurance and unemployment insurance participants. Strengthen the connection between supply and demand, develop a comprehensive, sustainable, modern, and integrated labor market; do a good job of occupational safety and hygiene.

8. Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, protect the environment, and promote green development. Resolutely implement Strategies, Plans, and Action Programs to implement initiatives and commitments at COP26.

Sustainably develop the national marine economy and marine space. Complete and put into operation the national database on land. Promote cooperation in protecting and effectively using water resources in trans-border river basins. Implement the project to warn people early of landslides and flash floods in mountainous and midland areas. Strengthen control of air pollution, especially in large cities. Develop a program to prevent subsidence and landslides in the Mekong Delta.

9. Continue to resolutely, synchronously, and effectively implement Resolutions on socio-economic development, ensuring national defense and security in 6 socio-economic regions; Further, promote the role of the Regional Coordination Council and effectively implement regional planning. Research and develop specific mechanisms and policies to promote regional development and linkages.

10. Strengthen the prevention and fight against corruption, negativity, and waste. Build a clean, honest, action-oriented Government serving the people; increase publicity, transparency and accountability; effectively control assets and income. Strengthen inspection and examination, focusing on areas prone to corruption, negativity, and waste; do not criminalize civil, administrative, and economic relations. Actively remove difficulties and obstacles in renewable energy projects, slow-progressing and prolonged projects. Resolutely remove the IUU yellow card.

11. Strengthen national defense potential, firmly protect independence, sovereignty, and territorial integrity, avoid passivity and surprise; ensure political security, social order, and safety. Build a strong national defense, military zone defense, regional defense, and strategic defense;

Synchronously, comprehensively and effectively deploy foreign affairs and international integration activities; maintain a peaceful and stable environment and create favorable conditions, attract resources to serve national development, consolidate and enhance Vietnam's prestige and international position. Promote economic diplomacy in conjunction with promoting the growth drivers of the economy. Organize important multilateral events in Vietnam.
