Planted forest timber in modelled material areas reach over the world

(VAN) The wood processing industry in Tuyen Quang province has attracted investments from many large businesses, thanks to which timber products of the province have been consumed all over the world.

Millions of cubic meters of planted forest timber are annually exploited

Up to now, Tuyen Quang province has over 190,000ha of planted forest material area, of which the large timber plantation area is over 76,500 ha. Every year, this locality planted over 11,000ha of new forest with an output of over 1 million m3 of timber (leading in the country in terms of exploitation output).

In particular, Tuyen Quang currently has over 36,900ha of planted forests certified for sustainable forest management (the highest in the country) and the forest coverage rate is always maintained at over 65% (ranked third in the country).

With forest advantages, the province has issued many effective forestry economic development policies. Most notably, it has deployed open policy mechanisms to attract investment.

In Tuyen Quang province, 8 large processing factories have been put into operation, including An Hoa pulp and paper factory of 130,000 tons/year, Tuyen Quang wood processing factory of 5,000 m3/year, a wood processing factory in Thai Binh commune, Yen Son district with a capacity of 20,000 m3/year and a factory manufacturing bamboo chopsticks, base paper and pulp in Ha Hang district with a capacity of 7,500 tons of products/year. Total investment capital for projects in the province is estimated at VND1,328.6 billion. It is expected to complete Phase 1 and put into operation in January 2024.

Along with 8 large wood processing factories, more than 300 small forest product processing establishments have been invested by enterprises, cooperatives and households. These are important satellites of large wood processing plants.

The Woodsland Tuyen Quang Joint Stock Company is one of the leading units in the country's wood processing and exporting activities. Woodsland's customers are the world's leading retail groups such as IKEA (Sweden), Home Depot and Walmart (USA), Tilling (Australia) and others. Woodsland's revenue in 2021 was over VND2,000 billion.

Currently, the company has been associating and cooperating with partners including 5 limited companies and 10 groups of households to implement the sustainable forest management plan on an area of 28,051ha of forests granted forest certificates since 2015.

Ms. Do Thi Bach Tuyet, General Director of Woodsland Joint Stock Company, said that since the enterprise developed the project of a wood processing factory and raw material area in Tuyen Quang province, it has always attracted interest from the provincial People's Committee and the agriculture and rural development sector with specific policies for sustainable forest development. They include Resolution 03 on supporting high quality seedlings, the sustainable forestry development project for the period 2021-2030, with a vision to 2035, mechanisms and contents related to development, planning of large timber plantations and expansion of forest areas with certificates of sustainable forest management.

Strong linkage, long-term benefits

In recent years, forestry economy of Tuyen Quang province has made a remarkable achievements. The strength of the forestry industry has also been gradually promoted. The province has undertaken  a reasonable adjustment classifying for 3 types of forests, and approved the planning to supply raw materials for 5 large processing factories in the province with an area of ​​​​over 200,000ha. 

Thanks to synchronizing policies, Tuyen Quang's forestry industry has grown at an average rate of over 8% per year, the sector's GRDP in 2021 reached nearly VND2,000 billion (contributing over 4% of GRDP growth value), creating jobs for nearly 40,000 workers. Forest economy is helping thousands of households in Tuyen Quang have a good income and get rich. One of these successes must be due to a linkage in consuming planted forest wood products.

Currently, among forestry companies, 8 wood processing factories, cooperatives and groups of households have built production linkages between raw wood consumers and forest growers. Typically, An Hoa Paper Joint Stock Company has a policy of linkage with afforestation households to develop material areas with an investment worth VND 21,097 billion to support seedlings for 2,130 households in the province on a planting forest area of 3,860ha. The Woodsland Tuyen Quang Joint Stock Company has provided financial and technical support in granting forest certificates of sustainable forest management (FSC) for 18,017ha of organizations and groups of households planting forests in the province.

The model of cooperation and association between Woodsland Tuyen Quang Joint Stock Company and organizations (Forestry Company Limited) and forest owners who have successfully implemented the model. Up to now, the Company has actively cooperated with 5 forestry companies in the province in the form of jointly investing in building a sustainable forest management plan and granting forest certificates to create a material area to meet the needs of customers.

After more than 1 year of implementation, the units with which the company cooperates and associates have been evaluated and granted 3 certificates by the certification organization of FSC with a total area of ​​11,462ha managed by 5 forestry companies. Along with this cooperation, the company also sponsored a pilot programme for groups of households in Yen Son district with an area of ​​1,460 ha.Mr. Ninh Van Lin, Tien Bo commune, Yen Son district, said that the signing of contracts between households and large companies is very necessary, because it will both ensure long-term stable material areas for enterprises while guarantere a "peace of mind" for forest growers. Under the association with Woodsland Joint Stock Company, the farmers in Tien Bo commune have formed an FSC certified forest area of ​​up to 1,700ha. Afforestation has helped about 20 households in the commune earn billions of dong.

To promote forestry economic advantages, Tuyen Quang has promulgated many preferential policies for high quality forests with outstanding productivity, gradually creating high quality concentrated material areas to supply adequate raw materials for processing plants. In 2017, the provincial People's Council issued Resolution No. 03/2017/NQ- People's Council dated July 25, 2017 on implementing a policy of supporting high-quality forest varieties in the province, period 2018-2021. As a result, after 4 years of implementation, 3,160 households have received support of over 7 million seedlings, equivalent for them to plant on an area of ​​4,560ha.
