MARD’s Working Group 3430 sets 10 solutions for the coming time

MARD’s Working Group 3430 held a meeting on the afternoon of August 13 to assess its operation after two weeks of establishment.

Reporting at the meeting, Mr. Nguyen Quoc Toan, Director of the Department of Agricultural Product Processing and Market Development, said that right from its inception, Working Group 3430  has soon worked online with localities, businesses and associations to timely find out their difficulties and problems.

In particular, on July 31, the team worked online with the Hanoi People's Committee to exchange and grasp the situation of agricultural production, assess the city’s food demands and develop a specific scenario for the situation; organize the connection in consuming food and agricultural products between Hanoi and other localities across the country.

On August 6, the Group leader assigned the Agricultural Product Processing and Market Development Department to work online with the Vietnam Retail Association and nationwide systems of businesses, distributors, and retailers.

On August 10, the Group also worked through the internet with large businesses and associations in the field of supplying food, vegetables, meat, and seafood products in the North. The working session had collected many opinions from more than 50 delegates including those from eight associations and businesses in the fisheries sector, 11 from the livestock industry, and 10 from the field of cultivation.

The Group worked online on August 11 with the People's Committees of Lao Cai, Lang Son, Quang Ninh, and Cao Bang provinces with the participation of Mr. Hu Suo Jin, Chinese Trade Counselor in Vietnam to grasp the situation of circulation and agricultural export through border gates.

On August 12, the Group worked with the People's Committees of Bac Giang and Hai Duong provinces to asset production capacity and supply, unifiedly authorize them in production to ensure the supply and circulation of agricultural products and materials as well as set supply plan for Hanoi and other provinces and cities.

Along with online working to speed up the removal of difficulties and obstacles, Working Group 3430 has also inspected and conducted field surveys in some areas of raw materials for production, processing, breeding, slaughtering units in the areas around the city.

On August 1, the team conducted the survey in material supplying and processing areas and worked with Dong Giao Export Food Joint Stock Company (DOVECO) to collect information about the operation in purchasing, processing, and circulation of agricultural goods there.

Thereby, DOVECO is committed to ensuring the supply, production chain and processing of vegetables and fruits in raw material areas in the North and South; be ready to support Hanoi and cities across the country; provide a full range of fresh fruits, vegetables and other processed products at reasonable prices, with high quality so that not to let a local shortage of food and foodstuffs occur.

On August 4, the Group worked with the C.P corporation to grasp the situation about its production, processing and distribution of food products for the Northern region.

The company is committed to providing a full range of livestock products at reasonable prices with high quality, ensuring its production, processing and transportation capacity.

On August 7, the team worked with Vinh Anh Food Technology Joint Stock Company to inspect on its meat slaughtering, processing and supplying for Hanoi and the Northern region.

The company has a maximum design capacity of 1000 pigs/day, 20,000 chickens/hour. It has a capacity of processing 4 tons/day with 150 tons of cold storage and 500 tons/month of transportation.

On August 12, the team inspected the situation of cattle raising and slaughtering at Dong Thanh Hanoi Joint Stock Company in Dong Anh District.

This company operates under a circular economy model to create closed chains of supply and demand to minimize the impact of the pandemic and ensure the supply of beef for consumption.

The company has a herd of 63,000 cows, a slaughterhouse of 7ha, a breeding area of 20ha, a storage capacity of 15,000 cows, ensuring the food supply chain for Hanoi and the northern provinces.

On the basis of what has been done and the remaining difficulties, Deputy Minister Phung Duc Tien proposed 10 groups of solutions and orientations for the Working Group 3430 in the coming time.

Firstly, it should urge provinces, cities and the Department of Agriculture and Rural Development to continuously send reports and update the local situation of agricultural product supply, both in terms of total supply and demand.

Secondly, it is necessary to strengthen the propaganda on farming and production processes of aquatic products, livestock, agricultural materials as well as seeds and fertilizers.

Thirdly, it is to set out a code of standards for veterinary work, husbandry and cultivation in the context of the complicated development of the Covid-19 pandemic. Deputy Minister Phung Duc Tien also noted that the situation must be solved based on the actual conditions.

Fourthly, it should strengthen the vaccination for farmers, who are directly involved in the production process.

Fifthly, it should boost the administrative works by turning the proposals and recommendations into writigs and submit them to the Government, relevant ministries, departments and agencies.

Sixthly, it is to ask for a mechanism to support and remove difficulties for farmers, businesses and cooperatives affected by Covid-19. The deputy minister gives example of electricity bills, interest rate subsidies, or agricultural insurance.

Seventhly, it is to expand links of supply chains and set multiple scenarios for regions and areas that are on the social distancing process.

Eighthly, it will promote exports focusing on the signing of a protocol with China on eight new officially exported agricultural products.

Ninthly, the Group will urge to boost the transportation of materials to ensure the new production cycle.

Tenthly, it is to consider adding on-site medical care to the "3 on the spot" model.
