This contributes to improving business environment and enhancing national competitiveness as required under the Government's Resolution No. 02/NQ-CP.
Continuing to innovate specialized inspection (including the task of reducing business conditions) has been identified as a key task throughout the Ministry of Agriculture and Rural Development since 2014 (with the implementation of Resolution 19 /NQ-CP dated March 18, 2014 by the Government on a number of tasks and solutions to improve the production and business environment and enhance national competitiveness) by now is Resolution 02/NQ-CP .
The Ministry of Agriculture and Rural Development took the initiative to immediately issue a plan to implement Resolution 19/NQ-CP and Resolution 02/NQ-CP at the beginning of the year (for example, Decision No. 206/QD-BNN-PC dated 14/02/07/03/QD-ND-CP dated May 14, 2016). 01/2021, Decision No. 88/QD-BNN-PC dated January 8, 2020, Decision No. 326/QD-BNN-PC dated January 24, 2019…), which identifies key tasks and assign specific responsibility for organization and implementation of the units under the relevant Ministry.
On that basis, units develop plans, implement tasks and solutions to improve the business environment and enhance national competitiveness; promptly report difficulties and problems in the implementation process.
By now, the number of business conditions that have been reduced and simplified is 251/345 conditions (accounting for 72%), of which 115 conditions have been abolished and 136 conditions have been revised. Accordingly, the total estimated cost savings from the reduction of business conditions is: 46.42 billion VND/year, equivalent to 339,720 working days/year. The total number of business investment conditions under the current management of the Ministry of Agriculture and Rural Development is 272.
The number of legal documents that have been issued to reduce business conditions in the 2016-2020 period is 11 documents (including 04 Laws and 07 Decrees).
The Ministry has reviewed, compared and publicly announced on the Ministrial website on the business conditions before and after the reduction and simplification as required by the Government's Resolution No. 02/NQ-CP government at: https://www.mard.gov.vn/VanBan/Pages/679-bnn-pc.aspx.
At the same time, make statistics and review investment and business lines according to the provisions under the Law on Investment and the system of legal documents stipulating conditions for business investment in the agricultural sector, sending it to the Ministry of Planning and Investment for update on the national information portal on business registration.
Additionally, in the past 5 years, the Ministry has also made efforts to review, reduce and simplify 288/508 administrative procedures under the management of the Ministry (including administrative procedures under the management of the Ministry (including administrative procedures related to business activities and conditional business lines).
The results of cutting and simplifying business conditions and administrative procedures have contributed to freeing up resources, creating an equal, open, transparent and convenient investment and business environment for businesses when investing in agriculture and rural development.
Particularly in 2021, the Ministry will focus on performing the following tasks: Reviewing and submitting to the Government to abolish and simplify business conditions that are not clear, specific, or unfeasible; formulating and drafting regulations on business investment conditions for conditional business investment lines added under the Law on Investment 2020.
Presently, the Ministry has directed units to review current business conditions in the agricultural sector and propose to amend and supplement 01 law (Law on Food Safety), 04 Decrees by the Government (including 01 Decree by the Ministry of Agriculture and Rural Development), 01 Circular issued by the Minister of Agriculture and Rural Development (Dispatch No. 2874/BNN-PC dated May 18, 2021).
In addition, the Ministry directs units under the Ministry to strictly control the development and issuance of documents regulating investment and business conditions, administrative procedures to ensure compliance with requirements and criteria set forth in the Government's resolutions such as Resolution 139/NQ-CP dated November 9, 2018; Resolution No. 02/NQ-CP dated January 1, 2021, preventing unnecessary, unreasonable, illegal regulations that cause difficulties or increase unnecessary costs for businesses.
Administrative reform is one of the greatest policies by the Party and the State during the renovation and development of the country, and is one of the breakthrough solutions contributing to socio-economic development.
The Government has promulgated the State Administration Reform Master Program for the period of 2021-2030 in Resolution 76/NQ-CP dated July 15, 2021, Program to reduce and simplify regulations related to businesses in the period of 2020-2025 in Resolution 68/NQ-CP dated May 12, 2020.
Therefore, the reviewing, reducing and simplifying business conditions, regulations and administrative procedures is still identified by the Ministry as one of the key tasks to be implemented in the future under the direction of the government.
