On August 9th, the Khanh Hoa Provincial People's Committee Office announced that the province has issued an open letter appealing for contributions to establish a fund to support the development of the fishing industry in Khanh Hoa. The letter was signed by the Chairman of the Khanh Hoa Provincial People's Committee, Nguyen Tan Tuan.

The open letter expresses that Khanh Hoa, with its 9 administrative units at the district level, including Truong Sa district located in a sacred and strategic position of the country, holds significant importance in safeguarding the sovereignty and territorial rights of the nation in the East Sea region. Truong Sa district is also an integral and sacred part of the nation.
Truong Sa district possesses immense potential for the development of its maritime economy, including aquaculture, seafood exploitation, maritime transport, as well as oil and gas activities.
In recent years, with the attention of the Party, the state, the efforts of the military and people nationwide, and especially those in Khanh Hoa, the landscape of Truong Sa district has been transforming noticeably. However, the current investment capital remains insufficient to stimulate the socio-economic development of the island district.
In light of this situation, on April 13, 2023, the Government issued Decree No. 11 on the establishment and operational regulations of the Khanh Hoa Fisheries Development Support Fund.
According to the decree, the Khanh Hoa Fisheries Development Support Fund is a national fund established by the Government and entrusted to the Khanh Hoa provincial People's Committee for direct management. Its purpose is to mobilize additional resources to support the fishing industry development, invest in various projects and infrastructure such as fishing ports, processing facilities, logistical services, and other essential projects related to disaster prevention and control, to serve the livelihoods of Truong Sa district residents that have not been adequately funded by the state budget or private investment.

According to the Khanh Hoa Provincial People's Committee, the Khanh Hoa Fisheries Development Support Fund operates under the model of a public non-business unit directly under the Khanh Hoa provincial People's Committee and serves non-profit purposes.
Keeping this reason in mind, with a deep-rooted love for the nation and the strength of national unity, directed towards the borders and seas of the Nation, the Khanh Hoa provincial People's Committee earnestly calls upon Central Ministries, Departments, and Authorities; provinces and cities; corporations, institutions, entities, business communities, enterprises, organizations, individuals within and outside the country, to wholeheartedly participate in supporting and financially sponsoring the Khanh Hoa Fisheries Development Support Fund with profound sentiments, goodwill, responsibility, and active involvement.
The conclusion of the open letter is a deeply emotional phrase in every Vietnamese's heart, which reads: ‘The whole country for Truong Sa, Truong Sa for the whole country’. Contributing and sponsoring this fund is akin to joining hands with Khanh Hoa province to build and develop Truong Sa district into an economic, cultural, and social center at sea for the entire nation, a solid fortress protecting the sacred sovereignty of the Nation, in accordance with the spirit of Resolution No. 09 dated January 28, 2022, issued by the Politburo on the development and growth of Khanh Hoa province until 2030, with a vision towards 2045.
