The shift of animal husbandry industry

III. So many companies are present, but their contributions remain modest

Numerous 'eagles' select Tuyen Quang as their landing site

Tuyen Quang has vowed to facilitate the investment climate through administrative reform, thereby establishing favorable conditions for its residents and businesses. Due to this, the province has enticed a number of corporations with substantial financial resources and experience to invest in animal husbandry.

To date, Tuyen Quang has three dairy cow enterprises and thirteen large-scale swine farms. Cow farms are primarily located in the Yen Son district, while swine farms are located in the Son Duong district. In particular, Tuyen Quang has convinced Dabaco and Mavin to invest in the construction of swine farms in the Son Duong district.

The dairy cow farm of Ho Toan Joint Stock Company in Yen Son district, which has been constructed and put into operation since November 2017, has up to 2,400 dairy cows that produce 40 tons of fresh milk daily, up from the initial 515 dairy cows imported from Australia.

Mr. Luong Duy Toan, the General Director of Ho Toan Joint Stock Company, stated that Tuyen Quang's administration policies and procedures have made it possible for his company to invest in the expansion and development of large-scale livestock production.

To ensure robust cows that produce high-quality milk, Ho Toan JSC closely monitors bovine breeds, vaccinations, and feeds. On average, each dairy heifer can produce 33 liters of milk per day. The milk and butter quality reaches 3.8%. The company received two ISO certifications for product safety and animal health.

It demonstrates that the allure of large corporations and businesses in the province has given the livestock production industry in Tuyen Quang a new lease on life. Additionally, livestock businesses contribute to the employment of more locals.

In addition, the locals may learn more about advanced animal husbandry techniques, veterinary precautions, biosecurity, and the construction of closed barns. It is not an exaggeration to say that very large livestock enterprises have contributed to a shift in the awareness and mentality of farmers away from domestic farming, small, fragmented farming, and toward large-scale, commodity-oriented farming.

It is evident that attracting large businesses and corporations to invest in livestock in the province of Tuyen Quang has significantly altered the local livestock landscape, notably increasing the total livestock herd in both quality and quantity. The province of Tuyen Quang has more than 90,000 buffalo, 39,200 cows, and roughly 550,000 swine...

Mr. Dao Duy Quy, Director of the Department of Animal Husbandry, Veterinary, and Fisheries of Tuyen Quang Province, stated that in recent years, Tuyen Quang Province has implemented mechanisms and policies, such as Resolution 02, dated 1 August 2019, to encourage businesses to invest in agriculture and rural areas.

According to this Resolution, enterprises investing in concentrated buffalo and pig farming will receive a one-time support of 50% of infrastructure construction costs from the State, up to a maximum of 1.5 billion yuan per buffalo farming project and 1 billion yuan per pig raising project, to build barns, warehouses, waste treatment... A minimal agricultural size of 100 buffaloes and 500 pigs is required as a condition of assistance.

Few contributions to the local budget

Attracting investment in livestock in Tuyen Quang province has made positive contributions overall, but many agencies, units, authorities, and locals have recently raised questions. This is precisely what Tuyen Quang gained after successfully welcoming an influx of investment companies.

Currently, corporations and companies' livestock ranches do not contribute significantly to local budgets. In addition, businesses and livestock farms do not produce breeds or, if they do, they primarily supply internally to the businesses and cooperatives themselves, so local residents do not benefit much from quality breeds.

The majority of effluent from livestock ranches is discharged into rivers and streams, thereby making environmental pollution an ongoing concern. Consequently, those residing near livestock farms and on both banks of rivers and waterways must endure hardship.

Regarding this issue, Mr. Dao Duy Quy, Director of the Department of Animal Husbandry, Veterinary, and Fisheries of Tuyen Quang province, said that controlling the issue of environmental pollution at livestock farms, Tuyen Quang's functional branches still carry out periodic monitoring and sample analysis to have timely sanctions.

Currently, Tuyen Quang province has restricted the ability of enterprises and cooperatives to construct livestock ranches in the province. For instance, the city of Tuyen Quang will not permit businesses to invest in the area.

Other districts still have investment potential, but they must be evaluated separately because the province has determined that it cannot sacrifice the environment for economic growth. Tuyen Quang intends to entice businesses and corporations to invest in developing livestock in the direction of processing in the near future. Only then can we contribute significantly to the local budget.

During 2021-2025, with an eye toward 2030, Tuyen Quang province will promote the development of concentrated livestock farming, develop farms and farms along the food safety, disease safety, environmental protection, and climate change response value chain.

The province will continue to enact more policies to attract businesses with investment potential, promote safe livestock husbandry, and safeguard the environment. Support the integration of livestock production, processing, and consumption. Develop qualified livestock breed production facilities to meet the province's breeding requirements for livestock development.

Tuyen Quang province also intends to build epidemic-safe and biosafety areas and livestock facilities and relocate livestock facilities out of cities, towns, and residential areas where livestock farming is not permitted. Support the production of high-quality breeds and promote artificial insemination with high-quality breeds in order to steer the livestock industry toward a deep and sustainable development.
