At the meeting, General Secretary and President To Lam expressed his gratitude to President Joe Biden for his message of deep condolences on the passing of General Secretary Nguyen Phu Trong. He also thanked the U.S. government for its timely support for the Vietnamese people during the recent Typhoon Yagi.

General Secretary and President To Lam expressed appreciation for President Biden’s warm sentiments and significant contributions to Vietnam and the Vietnam-U.S. relationship. He also acknowledged President Biden’s remarks at the opening session of the United Nations General Assembly, where the President shared valuable lessons from the U.S.-Vietnam experience in post-war reconciliation and relationship building.

The General Secretary and President emphasized that the Vietnam-U.S. relationship is entering a new chapter, serving as a true model in international relations for its post-war healing and cooperation efforts.

President Joe Biden extended his condolences to Vietnam for the damage caused by Typhoon Yagi, reaffirming that the U.S. government stands ready to assist Vietnam in its recovery process.

Congratulating General Secretary and President To Lam on his new role, President Biden reiterated that the United States considers Vietnam a top strategic partner in the region.

President Biden fondly recalled his state visit to Vietnam in September 2023, where the Vietnamese leaders and people warmly welcomed him. He highlighted the historic moment when he and General Secretary Nguyen Phu Trong jointly announced the elevation of Vietnam-U.S. relations to a Comprehensive Strategic Partnership, aimed at fostering peace, cooperation, and sustainable development both regionally and globally.

President Biden reaffirmed the United States' support for a “strong, independent, self-reliant, and prosperous” Vietnam and emphasized the commitment to further strengthening the partnership between the two countries. This relationship, he noted, is built on mutual respect’s independence, sovereignty, territorial integrity, and political systems.

Looking ahead to the 30th anniversary of establishing Vietnam-U.S. diplomatic relations in 2025, both leaders agreed on the importance of continuing close coordination to effectively implement the 2023 Vietnam-U.S. Joint Statement. This includes increasing contacts and exchanges at all levels, particularly at the highest levels, with a focus on enhancing cooperation in economic, trade, and investment sectors, advancing high technology and semiconductor collaboration, and further tapping into the potential for cooperation in training high-quality human resources. They highlighted this as a key focus and breakthrough in the Vietnam-U.S. Comprehensive Strategic Partnership.

On international and regional issues of mutual concern, the two leaders agreed to continue strengthening collaboration in various regional and international forums, including ASEAN, the Mekong-U.S. Partnership, APEC, and the United Nations. This cooperation aims to promote dialogue, peace, stability, cooperation, and development in both the region and the wider world.

President Biden reiterated the United States' commitment to fostering peace, stability, and prosperity in the Indo-Pacific region. He underscored the importance of ASEAN’s central role and expressed support for Vietnam's increasing influence in the region and on the global stage.

Following the conclusion of his participation in the Future Summit, the 79th Session of the United Nations General Assembly, and other engagements in the United States, General Secretary and President To Lam, accompanied by his wife and a high-level Vietnamese delegation, departed New York for a state visit to Cuba at the invitation of First Secretary and President of the Republic of Cuba, Miguel Diaz Canel Bermudez, and his wife.
