According to the Ministry of Agriculture and Rural Development (MARD), in the first six months of 2021, the direction and management of administrative reform continue to be implemented synchronously in many fields. In particular, the core point is building e-Government, controlling administrative procedures to promptly remove difficulties and obstacles in the process of implementing tasks.
Most of the tasks were carried out according to the guidelines and plans and achieved certain results.

The ministry built and issued several law documents submitting to the Government the Decree on the management of forest tree varieties; implemented several articles of the Law on Natural Disaster Prevention and Control; stipulated contents to ensure flood drainage, flow ventilation, dike safety, among others.
It worked closely and smoothly and effectively with other ministries and departments such as the Ministry of Justice, the Ministry of Finance, among others in reviewing and systematizing legal documents, monitoring law enforcement, and specialized inspection, administrative modernization among others.
In the last six months of 2021, MARD will implement the plan of following law enforcement in 2021, focusing on a key area of environmental protection in the field of agriculture and rural development. Complete statistics and fully update regulations and compliance costs related to business activities. Continue to coordinate with other units to review and propose to review and reduce business conditions for goods lines subject to specialized inspection in the agricultural sector.

Regarding organizational reform, implementing Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the Sixth Conference of the 12th Central Executive Committee, the ministry will focus on building decisions that stipulate the functions, tasks, powers, and organizational structure of the administrative units under the Ministry according to the prescribed organizational structure. Issue circulars guiding the performance of functions, tasks, and powers for specialized agencies on agriculture and rural development under the provinces and districts at the People's Committee level.
To guide the functions, tasks, and powers of the Sub-department under the Department of Agriculture and Rural Development according to 10 provisions in Decree No. 107/2020/ND-CP and Decree 108/2020/ND-CP of the Government. To guide the performance of functions, tasks, powers, and organizational structure of public non-business units under the department according to the industry or field of management.
Regarding the administrative modernization work, build the administrative reform program of the Ministry for the period of 2021-2030, after the Government issued the Resolution on the administrative reform program for the period of 2021-2030, the ministry developed a draft plan on implementing digital transformation in the field of agriculture and rural development. The ministry also continues to develop and update the Ministry's e-Government architectural framework, version 2.0.
MARD also continues to implement the action plan of Resolution 17/NQ-CP dated March 7, 2019, of the Government on some key tasks and solutions for the development of e-Government in the 2019-2020 period, orientations to 2025.
It will complete the upgrading of the Ministry's Public Service Portal and build an electronic Single Window. Develop a draft regulation on management, operation, and exploitation of the electronic Single Window information system and Public Service Portal of MARD.
