Flexibility to attract investment in the agricultural sector

(VAN) Binh Dinh province not only actively promotes investment, but also flexibly attracts investment in the agricultural sector in the period 2024 - 2025.

Binh Dinh livestock industry is beyond glad when this province has approved the investment policy of the San Ha Binh Dinh Cattle and Poultry Slaughter and Food Processing Center project, invested by San Ha Company Limited with a total investment capital of VND 220 billion.

San Ha Binh Dinh Cattle and Poultry Slaughter and Food Processing Center project has a total area of 165,000 m2, deployed in Tung Chanh village, Cat Hiep commune (Phu Cat district). When put into operation, the project will have a slaughter capacity of 40,000 poultry/day, 500 cattle/day and 10 tons of processed products/day. At the same time, San Ha Binh Dinh Livestock and Poultry Slaughter and Food Processing Center is also invested in a closed value chain from purchasing and slaughtering to processing and consuming products from livestock and poultry of local people.

“Binh Dinh currently has a total herd of over 1 million cattle; Of which, there are more than 308,000 cows, nearly 700,000 pigs (not including mother piglets) and nearly 10 million poultry. Currently, the annual output of live meat in Binh Dinh reaches about 197,000 tons, striving to reach 260,000 tons of live-weight meat sold per year by 2025. Having this processing factory will sell products to people, avoiding the case of producing without consumption", Mr. Nguyen Tuan Thanh, Standing Vice Chairman of Binh Dinh Provincial People's Committee shared.

Also in the field of animal husbandry, Mr Huynh Ngoc Diep, Director of the Binh Dinh Sub-Department of Livestock Production and Animal Health added: In Phu My district, there is currently an investor in Ho Chi Minh City exploring locations to build an animal slaughter and food processing centre with a capacity of 6,000 suckling pigs/day. "This enterprise has raised livestock and built antiseptic houses, and at the same time associated with livestock farming in the area to purchase suckling pigs to slaughter for export", Mr Huynh Ngoc Diep said.

In addition, Binh Dinh is also coordinating with units and businesses to survey investment promotion and consumption of agricultural products such as: KIDO Group Joint Stock Company on the peanut production chain; Mega A Company surveys chili growing areas; Dong Giao Food Import-Export Joint Stock Company, Vietnam Organic Nutrition Food Joint Stock Company (Vinanutrifood) surveyed vegetable and fruit growing areas... Particularly, Vinanutrifood has conducted a survey of vegetable and fruit growing areas to implement the Agricultural and Fishery Deep Processing Factory project. Up to now, Vinanutrifood has agreed to choose a location to build a processing factory at Cau Nuoc Xanh Industrial Cluster in Binh Nghi commune (Tay Son district).

According to Mr Le Hoang Nghi, Director of Binh Dinh Department of Planning and Investment, a number of large projects in the agricultural sector have been approved for investment by the People's Committee of Binh Dinh province in recent times such as: Tekcom Central wood manufacturing and processing factory with total investment capital of VND 980 billion; The high-tech agricultural application project for shrimp development in My Thanh commune (Phu My district) has a total registered capital of more than VND 1,177 billion...

Local authorities companionship

In the last months of 2023, Binh Dinh actively invites businesses to invest in high-tech agriculture, contributing to improving the production value of agriculture, forestry and fishery. Particularly, the high-tech agricultural application project for shrimp development in My Thanh commune, Binh Dinh province has adjusted to reduce the total investment capital and some project goals to attract investors, while dividing investment phases and extending implementation time.

Accordingly, the total investment decreased from more than VND 1,452 billion to more than VND 1,177 billion, reducing the cost of project implementation by more than VND 274 billion; high-tech commercial shrimp farming area with total output from 14,500 tons reduced to 7,000 tons/year and divided into 2 phases, phases 1 and 2 goals is to reach 3,500 tons, by 2028 the goals will be to reach 7,000 tons.

In addition, labor demand also decreased from 4,000 to 5,000 people to 2,500 people; The target value of commercial shrimp exports decreased from $ 256 million to $ 200-240 million/year and also divided into 2 phases, phase 1 reached $ 50-60 million. Additionally, instead of this project having to go into operation in the third quarter of 2026, the Provincial People's Committee has extended the progress to the second quarter of 2028, meaning the implementation time has been extended from 3 years to 4 and a half years.

“In addition to the above changes, the project scale has an area of 218.96 ha; with the scale of white leg shrimp seed production area reaching a capacity of 2 billion seeds/year; the scale of the aquatic feed factory reaches a capacity of 100,000 tons/year; The scale of the shrimp processing factory with a capacity of 20,000 tons of commercial shrimp/year is still maintained by the People's Committee of Binh Dinh province", said Mr Le Hoang Nghi, Director of Binh Dinh Department of Planning and Investment.
