Five breakthrough solutions of the Ministry of Agriculture and Environment help grow 4.0% or more

(VAN) Minister Do Duc Duy had many important directions for the Ministry of Agriculture and Environment to implement breakthrough solutions in 2025.

At the conference on February briefing and deploying the implementation of important tasks in 2025, Minister Do Duc Duy asked the units under the Ministry to urgently stabilize the organizational structure and operation under the new organizational model. Review, integrate, build, and supplement the 2025 work program and plan of the Ministry of Agriculture and Environment. Focus on completing the tasks in March and the first quarter, creating a basis and premise to fulfill the tasks in 2025 and the term to promote the development of the sustainable agricultural sector, protect the environment, and create favorable conditions for socio-economic development.

In particular, the Minister suggested the advisory units develop the detailed scenario of the growth of the agriculture and environment sector in 2025: Ensuring growth reaches 4.0% or more; agro-forestry-fishery exports reach USD 65 billion, striving to reach USD 70 billion. At the same time, research, develop, and propose the sector's growth scenario in the 2026 - 2030 period as a basis for building documents of the 1st Party Congress of the Ministry of Agriculture and Environment, towards the 14th National Party Congress.

Three direction viewpoints throughout 2025

In order to complete the assigned tasks, Minister Do Duc Duy asked the Deputy Ministers to direct the units under the Ministry to closely follow three direction viewpoints in 2025, as follows: 

Unite, unify, highly determine, make great efforts, tighten administrative discipline; promote dynamism, proactivity, creativity, and responsibility, and set an example of officers, civil servants, and public employees, especially the heads, making efforts to overcome difficulties to complete the assigned tasks.

Focus and improve the forecasting and warning capacity; closely monitor and master the practical situation, especially domestic and world market developments, to have proactive solutions "early, from afar"; respond to policies timely, quickly, and effectively.

Assigning, directing, and implementing the tasks must ensure "5 clear" (clear people, clear work, clear responsibility, clear progress, clear efficiency); ensure the unified, throughout, always consistent direction of goals and flexibility in terms of tasks and solutions; and have a close, rhythmic, and effective coordination among units in performing tasks.

Perfecting institutions and legal policies

For task groups assigned to units and organizations, Minister Do Duc Duy said that the Ministry of Agriculture and Environment's first and important goal in 2025 is to stabilize the organizational structure and perfect the statutes and regulations on personnel work. The Ministry will continue to perform the organization and apparatus arrangement in a more streamlined and effective way. After completing the merger and consolidation of units, stabilizing the organizational structure, and assigning specific tasks for leaders and officers of agencies and units under the Ministry is a prerequisite to deploying professional tasks.

In particular, the Ministry will focus on political and ideological work for officers, civil servants, and public employees in the process of rearranging the apparatus, with special attention to ensuring the regime and policies for officers who voluntarily apply for early retirement or job quit. Besides, the Ministry of Agriculture and Environment will continue to rearrange the non-business units and the apparatus of agencies under the Ministry to suit the new organizational model.

One of the important tasks is to build and complete legal documents in order to create a solid legal corridor for the development of the agriculture and environment sector. The Ministry of Agriculture and Environment will develop, amend, and submit legal documents in 2025. Particularly, the Ministry will focus on amending and supplementing land-related regulations, as well as specialized laws related to veterinary, plant protection, and other fields.

The Ministry will also promote the completion of national technical standards and industry standards, especially in the field of agricultural and fishery products, to meet the requirements of development and international integration.

Boosting scientific and technological development and digital transformation

In 2025, Minister Do Duc Duy emphasized that the Ministry of Agriculture and Environment will focus on improving science and technology capacity and boosting innovation and digital transformation in the whole sector. Therefore, from March and the next time of the year, the Ministry will continue to review and complete plans for implementing Resolution No. 57-NQ/TW and Resolution No. 03/NQ-CP of the Government on scientific and technological development, innovation, and national digital transformation.

One of the important goals in this field is to perfect the national land information system and land database and develop a digital map of land planning and land prices, meeting the requirements of sustainable development in the field of agriculture and environmental protection. Along with that, the Ministry will complete the traceability system for agricultural products, aiming to apply it nationwide, thereby contributing to improving the transparency in the agricultural products industry and creating trust for domestic and foreign consumers.

Additionally, the Ministry will also deploy scientific and technological ordering programs and research digital transformation solutions to optimize the management and operation of agencies under the Ministry.

Implementing digital transformation of public services in specialized departments before June 30, 2025

Pointing out the administrative procedure reform works will be a highlight of the Ministry of Agriculture and Environment in 2025. Minister Do Duc Duy directed continuing to review and simplify administrative procedures, integrating relevant procedures, and promoting the digitalization of records and results of administrative procedures. The Ministry of Agriculture and Environment will implement digital transformation of public services in specialized departments before June 30, 2025, minimizing compliance costs and time to handle administrative procedures, and enhancing transparency and efficiency in state management.

In order to improve the quality of the business and investment environment, the Ministry will also coordinate with localities and businesses to solve difficulties and obstacles in the process of production and business. At the same time, promote information and dissemination, creating conditions for people and businesses to easily access the State's policies and laws.

Goal of having an agricultural counselor in the important market

In international cooperation, Minister Do Duc Duy proposed the Department of International Cooperation to advise so that in 2025, the Ministry of Agriculture and Environment will continue to promote international cooperation in the field of agriculture and environmental protection. The Ministry will review MOUs and international trade agreements, from which to advise the Minister on the development strategy of the Vietnamese agricultural product export market. One of the important goals is to increase the export of Vietnamese agricultural products into potential markets such as the US, the EU, ASEAN, Northeast Asia, and countries in Africa.

"The Ministry will also accelerate the implementation of projects to support agricultural production in countries, such as the project to support Cuba in rice production. Along with that, the Ministry will perfect and implement the agricultural counselor project in key markets, with the goal of reaching at least one agricultural counselor in each important market," Minister Do Duc Duy said.

Strengthening environmental protection and sustainable poverty reduction

With the goal of protecting the environment and ensuring sustainable development, the Ministry of Agriculture and Environment will focus on handling environmental pollution in industrial parks, craft villages, and areas with a high risk of pollution. The Ministry will deploy programs of monitoring, inspection, and treatment of environmental pollution, especially in large cities, industrial areas, and river basins. The Ministry will also perfect the legal documents on environmental protection, aiming to minimize pollution and improve the quality of living environments for people.

In 2025, the Ministry will continue to promote the new rural construction and implement sustainable poverty reduction programs. The Minister suggested that the Ministry's units will coordinate with relevant agencies to ensure the completion of the targets of new rural construction and poverty reduction in the 2021-2025 period. In particular, the Ministry will research and deploy programs to support socio-economic development in ethnic minority and mountainous areas, with the goal of reducing poverty and improving people's lives.

Implementing the 2025 inspection and examination plan

It is emphasized that resource management is one of the key tasks of the Ministry of Agriculture and Environment. The Ministry will continue to implement the tasks of managing natural resources, especially land, minerals, and forests, in order to serve the country's socio-economic development. The investigation and planning of natural resources will be strengthened towards sustainable development and environmental protection while ensuring the harmony of the interests of stakeholders.

Minister Do Duc Duy said that the Ministry of Agriculture and Environment will also pay attention to improving the effectiveness of inspection, examination, anti-corruption, anti-waste, anti-negativity, and anti-group interests. The Ministry will implement the 2025 inspection and examination plan, strengthen the supervision of the implementation of policies and laws, and promptly detect existing issues. At the same time, the Ministry will also focus on promoting the prevention of corruption and waste in the agriculture and environment sector, ensuring a clean and effective public service environment.

Five solutions to perform key tasks

In order to carry out the above-mentioned work groups, Minister Do Duc Duy pointed out five important solutions to complete the assigned tasks in the new development period. Of which, the Party Committee of the Ministry and affiliated party organizations need to focus on improving the leadership and fighting capacity of party organizations and party members, building officers, civil servants, and employees with enough qualities, competencies, and prestige on par with the mission.

In the direction and administration, it must be proactive, flexible, timely, and effective; closely, synchronously, and rhythmically coordinate among units. Closely follow practical situations; timely and flexibly respond to policies, especially with urgent issues that arise in the short term; and effectively implement the fundamental tasks and solutions in the medium and long term.

Tighten discipline and promote the responsibility of the leader in implementing the unit's duties; focus on training on improving the capacity of officers, civil servants, and public employees to meet the job position requirements.

In particular, it is necessary to boost decentralization in state management, especially to solve administrative procedures for localities. In principle, the Ministry does not directly do jobs that are not under its authority or can be decentralized to the locality.

Finally, it is necessary to complete the tool to evaluate the effectiveness of task implementation of officers, public servants, and public employees. Especially assess the effectiveness of leadership and direction of the heads of units under the Ministry, promoting the criteria on regularly advising the Ministry leaders on issues of strategic, long-term, and radical nature; the level of grasping the local and grassroots situation; quality and effectiveness of handling recommendations of the Ministry, branches, localities, people, and businesses.

Sharing at the conference, Minister Do Duc Duy said that in 2025, the Ministry of Agriculture and Environment is facing many challenges and opportunities. However, with the key tasks set out, the Ministry will continue to renovate and improve the effectiveness of the state management. At the same time, develop a sustainable agricultural sector, protect the environment, and promote socio-economic development. Along with the cooperation of all levels, branches, and the whole community, the Ministry of Agriculture and Environment expects to achieve important achievements in 2025 and the following years.
