Fishing vessels without cruise monitoring system demanded to stop operation

(VAN) Quang Tri is strongly demanding the suspension of all fishing vessels above 15 meters in length and capacity of more than 90 CV that are not equipped with a cruise monitoring system.

On February 15, the Quang Tri Department of Agriculture and Rural Development reported that the province's 15 fishing vessels measuring 15 meters in length and holding a combined capacity of more than 90 CV have yet to be equipped with cruise monitoring systems.

This violates the anti-illegal, unreported, and unregulated (IUU) fishing regulations recommended by the European Commission (EC).

Previously, the department's inspection group examined on-site 71 fishing vessels with a length of 15m or more and a capacity of less than 90 CV and 19 fishing vessels with a length of 15m and a capacity of 90 CV or more without installing a cruise monitoring device.

Among the 19 fishing vessels listed before, four are damaged, transferred, or broken, and proceeded to be removed from the list of registered fishing vessels at the request of the ship owners. Currently, 15 fishing boats lack cruise monitoring equipment, violating regulations against IUU fishing.

There are 21 damaged or transferred fishing vessels with a capacity of less than 90 CV among the 71 fishing vessels with a length of 15 m or more; the shipowner has asked that registration be removed from the list of fishing vessels; 47 fishing vessels were reported to have a length of less than 15 m following technical parameters check and re-measurement; 1 fishing vessel had a capacity of less than 90 CV, a length of more than 15 m, and was built on the model of a seine fishing vessel of considerable size. However, the capacity, scope, and expertise of the operation, as well as the willingness of ship owners to operate in coastal regions.

Additionally, there are two fishing vessels whose owners have refused to cooperate with the inspection and evaluation process.

Mr. Nguyen Phu Quoc, director of the Quang Tri Department of Agriculture and Rural Development, stated that 25 fishing vessels were removed from the registration list following the inspection and review. The proportion of fishing vessels in the province that are required to have cruise monitoring technology has increased to 73%.

To effectively carry out anti-IUU activities, the Quang Tri Department of Agriculture and Rural Development directed the Subdepartment of Fisheries to instruct fishing vessel owners on registration and maintenance in coordination with commune and district authorities. The fishing license is valid for operations in the lagoon as specified for 47 fishing vessels with a length of less than 15 meters following re-measurement and inspection, and 1 fishing vessel with a length of more than 15 meters.

The Department of Agriculture and Rural Development has requested that the Border Guard Command of Quang Tri province strengthen inspection and control, and resolutely suspend the operation of 15 fishing boats with a length of 15 meters or more and a capacity of more than 90 CV that have not yet installed cruise monitoring equipment.
