Facilitate the traffic for vehicles transporting agricultural products and goods

Vehicles having favorable conditions for traffic are firstly vehicles transporting essential goods (food and nourishment such as rice, instant noodles, dried glass-noodles, cattle meat, poultry meat, poultry eggs, fruits, roots, vegetables, seafood…) from the provinces to Ho Chi Minh City and vice versa.

Other includes vehicles transporting goods for production and business, vehicles transporting experts and workers from provinces to Ho Chi Minh City and vice versa, serving the activities of export processing zones and industrial parks in the city; vehicles from provinces to Ho Chi Minh City to transport goods in and out of ports in the city, vehicles transporting essential goods, vehicles transporting goods to ports and industrial zones.

As shared by Mr. Vo Khanh Hung, Deputy Director of the City Department of Transportation - Ho Chi Minh City, the operating range for prioritized vehicles includes Ho Chi Minh City, Binh Duong, Long An, Dong Nai, Ba Ria - Vung Tau and Binh Phuoc.

To guarantee the Covid-19’s prevention, the City People's Committee of Ho Chi Minh City requires transport business units and drivers to be responsible for ensuring transportation on the right route and for the right purpose. Transport business units and drivers must strictly follow epidemic prevention and control measures in accordance with regulations of the Ministry of Health and local authorities (pay attention to wear masks while transporting and loading, unloading of goods, disinfect hands regularly).

When traveling on road, drivers must be tested and have negative results according to the regulations of the health sector; the driver must carry the notice, vehicle identification card, relevant papers and comply with other provisions of the law on road traffic; and must be subject to the inspection and control of traffic control forces and functional forces on the road; the driver must carry the notice, vehicle identification card, relevant papers and other provisions of the law on road traffic; and must be subject to the inspection of traffic control forces and functional forces on the road.

The transport business unit is responsible before the law in case of failure to guarantee Covid-19’s prevention, letting driver, loader, and unloader in vehicles spread Covid-19 during the transportation process. The Ministry of Industry and Trade has just sent a dispatch requesting the People's Committees of the provinces and central cities:

Coordinate and direct the local functional units to create a "special priority" lane for the means of transport of essential goods to serve the Supply Market Stabilization Program for Ho Chi Minh City and southern provinces with epidemics, having to implement social distancing and isolation.

Coordinate with specialized and professional transport units (Viettel Post, VN Post ...) to deploy and create favorable conditions for the transportation and circulation of essential goods to supply to the areas of Ho Chi Minh City and southern provinces.

Coordinate with Ho Chi Minh City to set up gathering and transshipment points for essential goods with disease safety control to replace wholesale markets and transshipment points that have been closed, ensuring timely commodity supply to the people in Ho Chi Minh City and neighboring provinces.

According to the Directorate of Market Surveillance, by the morning of July 11th, the goods supply situation in Ho Chi Minh City has improved a lot. The goods are relatively full at supermarkets.

At the traditional market, stalls selling fresh food are still operating, but their activities are very limited due to the application of the 5K rules. Other processed food items have sufficient supply and stable prices. Fresh food price has dropped but still increased compared to before the implementation of Directive 16/CT-TTg, with an increase of over 50% - 100%.
